    The Georgia Health Policy Center, established in 1995, integrates research, policy, and programs to advance health and well-being.

    The center conducts, analyzes, and disseminates qualitative and quantitative findings to connect decision makers with the objective research and guidance needed to make informed decisions about health policy and programs.

    Today the center is at work in more than 220 communities in all 50 states, helping our nation to improve health status.

    In 2017, the GHPC added a global portfolio, including work in Nigeria, Sudan, Kenya, and Ireland.

    associate project director - finance director (APD)

    The center's current scope of work includes behavioral health, child health & well-being, community health systems development, health & health care financing, health in all policies, health systems transformation, long-term services & support, population & global health, and rural health.

    ABOUT THE POSITION

    The finance director will have a day-to-day, ongoing impact on GHPC's financial operations, helping to analyze, develop, and grow GHPC's financial position.

    This entrepreneurial strategist will lead with a deep understanding of academic environments and the complexity of public health and government funding assets.

    The finance director will develop financial projections and scenarios, generate cost allocation plans, and facilitate strategic financial planning efforts that motivate sustained growth.


    The finance director will model clear, transparent, and effective communication skills and collaborative practice with staff, university colleagues, clients, and funders.

    The finance director will collaborate closely with the administrative services director on the development and implementation of processes that span across the administration and finance functions.

    Here is what you will do

    Co-develop and lead financial strategies with center staff and funders.

    Serve as an advocate and steward of the center's growth and sustainability.
    Apply justice, equity, diversity, and inclusion principles to financial functions, decisions, and business at the center.
    Guide the evolution of our business model in partnership with staff and strategic partners.
    Diversify funding streams and support the growth of emerging funding opportunities.

    Facilitate cost allocation approaches, aligned with the center's mission, evolving business strategies, and the university's processes; priorities for the cost allocation approach may include support for an annual operating budget for communications, dissemination, project development, professional development, training, and incubator strategies.

    Co-create and implement an equitable approach to generate and leverage center-directed funds, including residuals, hard money, recovered indirect funds, and administrative contributions generated by projects.

    Co-develop a strategy and operational plan, in partnership with the executive team, to generate an operational reserve, funding from private donors, and an endowment that will serve as a resource for the center's sustainability.

    Facilitate financial modeling, planning, and systems development.

    Develop and implement best practices and tools to ensure a well-controlled yet flexible organization that has a diverse range of financial assets, strong fiscal management, project coordination, and cross-team communications.

    Develop projections and supportive plans that anticipate and respond to business needs associated with the growth and allocation of staff to support the work.

    Analyze internal operations and identify areas for cost and process efficiencies (e.g., travel, catering, conferences, staff utilization)
    Manage risk through analysis of center liabilities.
    Evaluate and manage financial structure and development opportunities.

    Monitor business performance with tracking tools, establish corrective measures as needed, and prepare detailed reports tailored to internal and external audiences.

    Ensure efficient and effective financial management.
    Ensure effective cash management, budgeting, and financial reporting, and drive the development of the center's financial strategy.

    Develop annual operating budget for the center and develop metrics to guide success.
    Ensure cash flow is compatible with operations by overseeing day-to-day accounting, recording, reporting, and internal-control activities of the organization.
    Collaborate with the CFO of the Andrew Young School of Policy Studies and with GSU Human Resources and Payroll.

    Invest and grow the financial capacity, knowledge, and skills of GHPC staff.


    Build the business acumen of center staff, grounded in strategic competencies to support business growth, stewardship of resources, and accountability.

    Foster knowledge sharing and growth within the finance function and across the center.


    Lead efforts to identify and implement financial/business operations best practices, procedures, and guidelines, including processes to build administrative costs into proposals.

    Create and facilitate training opportunities for project staff on creating and monitoring project budgets.

    Mentor staff and steward excellence throughout the center and university

    Provide supervision, career development, learning opportunities, and mentoring for direct reports and project teams.

    Serve as a liaison among clients, GHPC, and university personnel.

    Facilitate meetings and financial related training.

    Create a nurturing environment, treat all GHPC staff with respect, and consistently represent GHPC.

    ESSENTIAL SKILLS AND ABILITIES TO MAKE YOU SHINE

    Strong project management, including the ability to meet strategic goals and objectives and budget management.

    Excellent emotional intelligence and leadership skills, with steadfast resolve, personal integrity, and dedication to customer service

    Exceptional verbal, written, and visual communication skills.

    Understanding of advanced accounting and regulatory issues within academic settings

    Experience developing diverse funding portfolios, service lines and matrix business partnerships

    Proficiency in MS Word, Excel, Access, and PowerPoint

    Qualifications:


    Minimum Hiring Qualifications:


    Master's degree in accounting, business accounting or finance and five years of experience, or a bachelor's degree and seven years of related experience.


    Preferred Hiring Qualifications:


    It is expected that the candidate will have at least five years of experience in finance-related executive leadership roles involving deep knowledge and experience in academic and government settings.

    Ten years of increasingly more experience in accounting and business development. An understanding of advanced accounting and regulatory issues within academic settings.
