Pay Range
$89, $111,324.00 Annually for the E01.2 level
$107, $133,524.00 Annually for the E01.3 level

Job Description
We have an opening for a Business Analyst in support of the suite of applications for institutional assurance, safety, intellectual property, and parent company management.
You will collaborate with functional teams and IT developers to resolve technical issues, identify application enhancements, and perform usability testing prior to each application release.
This position is in the Enterprise Application Service (EAS) Division within the Computing Directorate, in support of the LivIT Program.
This position will be filled at either the E01.2 or E01.3 level based on knowledge and related experience as assessed by the hiring team.
You will
Select known methods and techniques to identify independent practical solutions to address customer support issues, interact daily with cross-functional team members, IT developers, and system end-users.
Participate in the design of application functionality; make recommendations for improvements that enhance productivity, improve quality, and increase efficiency of application.
Develop and implement help-desk procedures, train end-users on application functionality, and deliver monthly reports.Engage functional and technical staff to identify and evaluate process improvement opportunities.
Maintain permissions, data tables, report administration, and other system administration functions for system users to meet customer needs.
Disseminate information to end users regarding systems downtime, issues and enhancements through written and verbal communications including presentations to large forums.
Monitor and track systems support metrics (problem resolutions and enhancement requests) using ticketing systems such as JIRA; ensure thorough documentation of inquiries/ issues and resolutions are up to date in the ticketing system.
Perform other duties as assigned.Additional Job Responsibilities, At The E03.3 Level
Address customer support issues that cross business functions interacting with organizational and/or institutional high-level managers, external vendors, IT developers and system end-users; work with groups throughout the Laboratory to lead the development of new and enhanced business processes impacting multiple user groups for both immediate and long-term needs.
Evaluate and prioritize requests for system enhancements or changes and make recommendations on implementation.
Manage complex and competing parallel tasks and priorities of customers and stakeholders, ensuring deadlines are met, while leveraging team members' skills.
Participate and/or lead in the customer requirements definition, design and user acceptance testing of system changes and enhancements and facilitate customer feedback sessions; use metrics to analyze customer support processes and application design and define support policies and procedures.
QualificationsAbility to obtain and maintain a US DOE Q-level security clearance which requires U.S. Citizenship.
Bachelor's Degree in a related business field, or equivalent combination of education and related experience.
Experience developing test cases for user acceptance and performing software testing to debug and suggest detailed refinements to ensure quality.
Experience interpreting, developing, and implementing application/administrative policies and procedures.Excellent verbal, written, presentation and interpersonal communication skills necessary to interact effectively with all levels of Laboratory personnel.
Ability to work independently and as a member of a team.
Strong ability to pay attention to detail, accuracy, and efficiency.
Experience monitoring and tracking support metrics (problem resolutions and enhancement requests) using ticketing systems such as JIRA.
Organizational skills with experience in multi-tasking and prioritizing multiple and complex tasks in a dynamic work environment under time constraints with changing priorities.

Bachelor's Degree in a related business field, or equivalent combination of education and related experience, may have additional coursework towards a higher degree or professional certification.
Extensive knowledge of multiple end-user environments; presenting application specific information to management and clients; designing and implementing administrative policies, systems, procedures, and programs.
Experience managing technical staff work assignments and priorities.Qualifications We Desire

Experience supporting data calls for auditors, managers, and others requesting data by defining complex ad-hoc report requests.
Experience providing technical representation on contracts for software licensing and implementation.
Experience using report generation tools and writing queries to retrieve data electronically using data query tools.
Cross functional work experience with audit and oversite activities.
Experience training users and assisting in the design of end-user training programs and documentation.
