    Title: Distribution Design Tech (Varies)

    POSITION CONCEPT
    The Distribution Design Technician progression supports Tampa Electric Company's (TEC) distribution system construction and maintenance projects.

    The DDT create and/or process work requests in the work management system (WMS), determine customer requirements, prepare designs and estimates, obtain necessary work permits and coordinate activities with all involved TEC departments to ensure successful scheduling, completion of projects and customer satisfaction.

    PRIMARY DUTIES AND RESPONSIBILITIES

    Meet with customers and/or their agents ("customers") to conduct needs and feasibility assessments on new construction projects and load additions, and to determine the schedule and required completion dates ("targeted schedule dates") of different construction phases.

    Represent customers in weekly Pre-POW meetings with involved TEC departments.

    Manage communication to all involved entities concerning any updates in the construction schedule or other changes with potential impact, documenting updates through letters and e-mails, as necessary.

    Coordinate the construction activities between TEC Planning & Scheduling, Field Construction, Operations and any other ED Departments.
    Create and/or process work requests (WR) in the WMS.

    Divide jobs into work phases/crews, establishing an associated WR for each of the different TEC construction phases/crews involved:
    including overhead line crews, underground line crews, service crews, grounding contractors, project conduits and crossing conduits. Enter and continually update targeted schedule dates, work status and other project details in WMS for all associated WRs.
    Perform analysis to determine the most economical and reliable solutions for customers and the TEC distribution system.

    Estimate the electrical loads for customers with <50 kW demand (obtain from TEC New Construction for customers with >50 kW demand), and determine actual or proposed field measurements (such as span distances, conductor height/sizes, etc.).

    Model these conditions in the appropriate software applications (PoleForeman, etc.) to determine optimal equipment/material, strength and/or spatial specifications to meet customer needs while ensuring all results are in compliance with respective regulatory requirements.

    Using TEC's geographical information system (GIS), draw the proposed and existing electrical features (company assets).

    Establish all specifications in GIS, such as the correct electrical connectivity, proper supporting structures, and all compatible units (CUs) for materials and labor at the correct type and/or amount for each feature.

    Resolve any identified errors in GIS, ensure all GIS task types are linked to the WMS work requests and upload GIS data to WMS.

    Produce and/or oversee the production of construction prints and right-of-way permit drawings for Field Construction, Operations and/or contractors:

    Verify that locations of TEC's existing and proposed equipment and any third parties' infrastructures (water, sewer, storm, gas, telephone, and cable lines) are adequately identified on the construction prints, and equipment specifications are captured.

    Based on the scope of construction and company safety standards, determine necessity and scale of the Maintenance-of-Traffic (MOT) plan that Field Construction, Operations, and/or contractors would need for completing work in the right-of-way.

    Produce construction cost estimates (including labor, materials, and vehicle) and obtain/calculate projected four-year revenue as needed.

    Determine and communicate the need for Contribution-In-Aid-of-Construction (CIAC) charges to customers based on TEC revenue shortage/excess costs in the following situations:

    Estimated TEC construction costs exceed the projected four-year TEC revenue for the project.
    For customer-requested underground installations, underground construction costs exceed the costs of the standard overhead installation.

    In support of Sarbanes-Oxley compliance, review financial data in WMS related to Engineering, Field Construction and Operations construction and maintenance activities.

    Verify activities are coded to the correct classification and charged to the appropriate accounts (Capital vs. O&M).

    Using visual and physical procedures, investigate, examine and test the integrity of company equipment to determine the need for replacement or upgrade.

    Upon successful completion of proper training, will access and inspect energized equipment and install current/voltage recording devices (RVM) for trouble shooting.

    WORKING CONDITIONS
    The DDT work hours consist of a minimum of 8-hours per day Monday through Friday. Some overtime is required to meet Customer deadlines and storm response. Working conditions are both indoors and outdoors in varying weather conditions. The level of stress is moderate to heavy depending upon the level of interaction with customers and governmental agencies.

    PHYSICAL DEMANDS/ REQUIREMENTS

    The DDT physical demands require working in field conditions, energized areas, walking in rough terrain, lifting objects up to 50 lbs., and wearing Fire Resistant (FR) clothing during and Personal Protective Equipment in an 8-hour day.

    Advancement to a higher level is based on value added to the company through increased duties, responsibilities, and accomplishments.

    Advancement is not automatic, i.e., based solely on time in the job, but will be based on the employee's performance, qualifications, and the technical needs of the Department.




    JOB LEVEL:
    Distribution Design Technician I

    Under direct supervision works on routine assignments with projects of smaller scope and minimal complexity, following established policies, methods and standard working procedures.


    QUALIFICATIONS
    Education

    Required:
    Minimum of a High School Diploma or equivalent certificate. Will be required to successfully complete TEC Safety Training within reasonable time upon being hired.


    Preferred:

    College Degree or technical certification may substitute for a portion of the minimum experience requirement.

    Licenses/Certifications

    Required:
    Valid Florida State drivers license and safe driving record.

    Experience

    Required:
    One year of work experience related to the Duties & Responsibilities of this position is required.

    Related experience includes but is not limited to the following activities:

    work order management, project management, customer service, planning, field construction, CAD drafting and GIS mapping; direct work experience designing, installing and maintaining distribution overhead and underground facilities as a lineworker or electrician.



    Preferred:

    Four years of related work experience.

    Experience as a TEC Service Area Coordinator (SAC), Distribution Design Support Technician (DDST), Lighting Field Engineering Technician LFET, GIS Technician, CAD Drafter, Project Management/Coordinator, Special Utility Worker (SUW) and/or lineworker or electrician.

    College Degree or technical certification may substitute for a portion of the minimum experience requirement.

    Knowledge/Skills/Abilities (KSA)

    Required:

    JOB LEVEL:
    Distribution Design Technician II

    Works under general supervision on somewhat varied duties requiring judgment or simple analysis to determine course of action with limited latitude.


    ADDITIONAL DUTIES & RESPONSIBILITIES*
    Troubleshoot customer voltage complaints using various instruments; such as recording ammeters and voltmeters.

    Install, program, and download voltage monitoring devices, analyze results, and utilize engineering skills and practices to resolve customer voltage complaint.

    Meet with DOT, county, municipalities, other utilities and contractors to preplan the construction and modification of roads and distribution systems.

    Review (GIS) construction prints from TEC Mapping Services for accuracy and clarity.
    Interpret plans for large government projects of relative complexity, such as road widening, intersection improvements, and the installations or relocations of public infrastructures, and identify TEC facilities and/or potential issues;
    Analyze road construction design prints and identify/indicate any physical and economic impacts to Tampa Electric distribution facilities or assets:
    Determine any violation to past land use agreements;
    Engineer associated relocations of Tampa Electric facilities and indicate proposed relocation on road design drawings; Create work requests for construction efforts;
    Estimate the economic impact to the company and/or the agency.

    ADDITIONAL QUALIFICATIONS*
    Licenses/Certifications

    Required:
    Must have a valid Florida State drivers' license and safe driving record. Obtain MOT certification within 1 year of actual start date to remain in the position.
    Direct Experience

    Required:

    Minimum one year experience as a TEC Distribution Design Technician I, or two years of directly equivalent distribution design experience with another utility, or two years combined internal DDT/external equivalent experience required.

    Must have the experience in safely accessing and inspecting energized equipment and installing current/voltage recording devices (RVM) for trouble shooting.

    The attainment of a related Associates or Bachelor's Degree or technical certification may substitute for a portion of the minimum experience requirement.

    Knowledge/Skills/Abilities (KSA)

    Required:

    Must have demonstrated and sustained above expected performance as a Distribution Design Technician I with the ability and potential for assuming greater responsibility.

    Must have the ability to effectively assist customers in making technical decisions that pertain to the project; Must have knowledge and understanding of past land use agreements.

    Must have the technical knowledge and analytical skills needed to interpret site development plans for residential, commercial and government projects and identify impacts to TEC.

    Must be familiar with and possess knowledge of voltage monitoring/recording devices.

    Must have previous knowledge and/or proficiency with utility industry software including, but not limited to: work management system (such as WorkPro), GIS, PoleForeman, Customer Information System, Distribution Outage Program, Distribution Engineering Toolkit, Voltage monitoring software.

    JOB LEVEL:
    Distribution Design Technician III

    Work under limited supervision on assignments of increasing complexity and diversity. Provide leadership on new construction projects and other various assignments of moderate complexity as needed.

    ADDITIONAL DUTIES & RESPONSIBILITIES*
    For capital specific construction projects (greater than $200,000), produce budget estimates for Engineering, Field Construction, and Operations. For approved capital specific construction projects, produce PSA (Project Scope Approvals) estimates. Negotiate with external survey crews for complex Road Widening projects.
    Provide engineering and project management for:
    Large Master-planned, multiple parcel residential developments for coordination over many years; and
    Commercial projects that may include malls, large retail, and schools.
    Investigate, respond to and document assigned Public Service Commission inquiries.
    Mentor less experienced Distribution Design Technicians. Train other departments on various aspects of processes and procedures.

    ADDITIONAL QUALIFICATIONS*
    Direct Experience

    Required:

    Minimum 2 years of experience as a TEC Distribution Design Technician II; or four years of directly equivalent distribution design experience with another utility, or four years combined internal DDT/external equivalent experience required.

    JOB LEVEL:
    Senior Distribution Design Technician

    Works independently on complex and varied assignments/projects utilizing considerable analytical skills, judgment and ingenuity. Possesses strong knowledge in a particular specialty/functional area and operates with substantial latitude for unreviewed actions or decisions.

    ADDITIONAL DUTIES & RESPONSIBILITIES*
    Routinely provide project leadership on all levels of new construction and specified internal projects.

    Perform in a leadership role with regard to local department and team development efforts by participating in complex technical/procedural studies and reporting the results to management to implement change.

    May be required to represent Tampa Electric in front of governmental and regulatory agencies such as Permitting bodies and Public Service Commission.

    Serve as Power Engineering and Construction representative
    May serve as a team lead when needed.

    ADDITIONAL QUALIFICATIONS*

    Direct Experience

    Required:
    A minimum of two years of Distribution Design Technician III experience.

    The attainment of a related Associates or Bachelor's Degree or technical certification may substitute for a portion of the minimum experience requirement.

    Knowledge, Skills and Abilities

    Required:

    Must have demonstrated and sustained above expected performance as a Distribution Design Technician III with the ability and potential for assuming greater responsibility.

    Must have demonstrated strong project leadership, training and communication skills. Must demonstrate the ability to lead projects of increasing complexity and diversity.
    Obtain, demonstrate and maintain adequate level of knowledge regarding power quality issues.

    For example, individuals should be able to comfortably discuss the following issues with customers:

    Protection Coordination (Reasons for circuit operations/fuse blowing).
    Effect of voltage fluctuations on electrical appliances and electronic devices.
    Reasons for voltage drop and flicker and most cost-effective remedies.
    Reasons for voltage reduction and resulting effect on power quality.
    Reasons and remedies for radio/T.V. interference.
    Reasons and recommendations for Load Transfers
    Logic and variables used to develop One-line Diagrams
