PRIMARY DUTIES:
- Assigns Task Lead (TL) and/or acts as a TL and performs technical work based on group workload to be effective and efficient for tasks assigned to this group.
- Coordinates the efforts of TLs and Task Plan (TP) development assigned by the PM/DPM to the group.
- Responsible for tracking all Task Orders (TOs) performance (technical, cost and risks) under his/her responsibility.
- Anticipates and plans for future tasks by interfacing with customer Branch Heads and Technical Monitors (TMs) to determine needs for new task implementation.
- Participates actively as a member of MVS Technical Management Team (TMT). Ensures the availability and quality of all required staff. Ensures adherence to schedule for any and all milestones or deliverables.
- The GL is the primary focal point for task operations and uses Team MVS resources to conduct tasks in close coordination with and in compliance with task requirements.
- The GL has authority to execute Task Orders (TOs) assigned to him/her, commit approved TO resources, and use approved budgets.
- The GL supports complex and technologically challenging TOs, which involves leadership in generating and implementing the TPs, schedules, and Contract Technical Report (CTRs); supports TOs execution through the TLs; makes trade study, risk, and opportunity assessments and recommendations; conducts subcontractors assessments; supports TLs in managing TO execution; supports all program reviews (such as Critical Design Review [CDRs], Preliminary Design Review [PDRs], etc.); reviews deliverables; provides advice to TLs regarding cost and schedule issues; leads teams established by the PM to conduct investigations of programmatic or tasklevel problems and make recommendations for recovery plans; interacts with the customer Branch heads, lab managers, and product development leads (PDLs) providing advanced planning; monitors task execution; drives operational efficiency; responds to issues; and drives results.
- Uses eBIS as a tool for nearrealtime cost, schedule, and technical status reporting including monthly 533 and related detailed cost and schedule information assessments.
- Conducts the monthly Branchlevel TO reviews, which include TO status, variance analysis, risk, and issue management, and advanced TO planning.
- Manages employee relations with the DPM and Contract Team to ensure people are equipped, supported, trained, productive, compensated, efficient, and effective.
- Provides functional supervision of assigned staff responsible for timecard approval, annual performance reviews and skill development/advancement.
- GL is responsible to effectively manage its assigned TOs workforce to prevent unnecessary cost overruns. Interface with the Human Resources Specialist regarding existing staff and new staff hire.
- Requires proactive thinking to identify any risks and/or opportunities, identify possible solutions for a response, and communicate them the DPM/PM.
- Ability to manage complex personnel matters.
- Any other duties as deemed necessary by management
REQUIREMENTS:
- Must be able and have technical background and expertise to perform technical work as a Task Lead (TL) when the group workload is not sufficient to be effective and efficient to only function as a Group Lead.
- 710 years of space/ground or flight system development experience including at least 7 years of experience managing engineering services, enditem tasks, and technical personnel.
- Must understand the fundamentals of cost with attention to staying in the cost box, cost estimation and tracking, communicating cost, schedule, technical and risks information, and its impact.
- Must have experience in task planning, cost estimation, basis of estimates, and tracking and reporting. Knowledge of the basics of cost management tools/processes such as Earned Value Management (EVM), which includes hardware and parts purchasing and manufacturing.
- Must be trained to understand the impact of scope creep and that scope control starts on day one of TO execution.
RELEVANT EXPERIENCE:
- 710 years of space/ground system development experience including at least 7 years of experience managing engineering service, enditem tasks, and technical personnel.
- Working knowledge of programming languages, e.g., C/C++, Java, Python, or FORTRAN (Preferable)
- Agile Scrum Master and Model Systems Based Engineering desired.
- Project management or management experience
- Excellent customer service skills are a must.
EDUCATION/CERTIFICATION:
Bachelor's degree in the disciplinary area of Computer Science, Computer Engineering, Software Engineering, or Management of Information Technology.
SECURITY CLEARANCE:
Secret Security Clearance or the ability to acquire a Secret Clearance.
