    General Description

    The Operations Security Captain at the Orangeburg County Detention Center is responsible to plan, manage and supervise one of three divisions (Security, Support, and Operations), to oversee daily division operations, ensuring the safety and security of inmates, staff, and the citizens of Orangeburg County through the enforcement and proper jail policies and procedures; and to perform related law enforcement, administrative and supervisor work as required. This class works within broad policy and organizational guidelines and does independent planning and implementation, reporting progress of major activities through periodic conferences and meetings.

    Duties and Responsibilities

    The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

    · Ensures that all personnel comply with and have a working knowledge of county and state laws applying to the Detention Center and the rules and regulations set forth by the Director.

    · Plans and oversees the security, sanitation, safety, and operations of the Detention to promote and ensure proper compliance with all rules and regulations.

    · Instructs, assigns, and reviews work plans, maintains standard, and coordinate activities.

    · Serves as officer-in-charge in any emergency situations, i.e., jailbreaks, fire, riots, etc. Determines nature and cause of event; and takes necessary corrective action in the absence of the Director.

    · Assists in developing and ensures subordinates' compliance with department policies, procedures and standards of quality and safety; informs the Director of any non-compliance of issues affecting the health, safety, and lives of employees and/or inmates.

    · Supervises division personnel through the chain of command; supervisory duties include instructing, planning, assigning work, reviewing work maintaining standards, coordinating activities, acting on employee problems, assisting with the selection of new employees, recommending, and approving employee discipline, and recommending discharge. Reviews the work of subordinates for completeness, accuracy and compliance with policies and standards; evaluates performance and makes recommendations as appropriate; offers advice and assistance as needed.

    · Perform inspections of inmate quarters, and searches prisoners moving in/out of quarters as necessary to detect and prevent the presence of contraband.

    · Inspect the facilities for proper maintenance, cleanliness, safety, and security.

    · Prepares and submits required reports concerning unruly inmate behavior.

    · Coordinates the transfer of inmates, escorts inmates to and from jail, court; and maintains accurate head count and records of prisoner movement; arranges for hospital and medical care for prisoners when necessary.

    · Determines and coordinates training needs; conducts and /or arranges training classes to educate subordinates in the rules, regulations, standards, policies, and procedures of the Detention Center.

    · Uses equipment including copiers, cameras, televisions, VCRs, intercom systems, telephones, two-way radios, inmate restraint devices, and computers.

    · Provide assistance to inmates as needed.

    · Communicates and interacts with individuals and agencies.

    · Responsible for ensuring all employees are knowledgeable of and understand the safety procedures implemented by the County; ensures employee and public safety, welfare, wellness, and health at all times.

    · Provides professional and courteous customer service at all times to in-house staff and general public either by telephone, electronically or face-to-face.

    · Assists other Shift supervisors in the operations of their divisions as necessary in their absences; oversees overall facility operations as directed in the absence of the Administrative Staff.

    · Assist in coordinating all Detention Center activities.

    · Conduct and supervise the weekly health, safety, and security inspections of all housing and operational areas.

    · Evaluate and secure the basic needs of prisoners are met, including the availability of medical attention, hygiene supplies, clothing, and nutritional meals.

    · Ensure the proper maintenance and timely repair of Detention Center equipment and vehicles.

    · Enforces local, state, and federal laws in the Detention Center environment; responds to and investigates major incidents, crimes and suspected criminal activity and takes appropriate action.

    · Investigates inmate complaints and or staff misconduct.

    · Attends periodic training sessions and attends conferences and meetings to keep abreast of current detention trends and legislation; maintains required level of proficiency in the use of firearms.

    · Performs other duties and related work as instructed and assigned.

    Minimum Education and Experience Requirements:

    Bachelor's Degree in criminal justice, or related field, and five or more years' experience in related field; or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.

    Supervisory Functions:

    Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

    Special Certifications and Licenses:

    · South Carolina Criminal Justice Academy Program Completion

    · Mid-level Jail Management

    · Taser Certification

    · First Aid Certification

    · Mace Certification

    · Must possess a valid driver's license.

    Reasoning Ability, Mathematical and Language Skills:

    Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

    Ability to add and subtract two-digit numbers. Multiply and divide with 10's and 100's. Ability to perform these operations using units of American money and weight measurement, volume, and distance.

    Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
