- Provide expert advice, consultation, and recommendations to executive management, legislators, and stakeholders on complex issues related to CCBHCs.
- Testify at legislative hearings, present research findings, and advocate for CCBHC implementation strategies.
- Oversee and/or approve statewide policy development for CCBHCs, including policy formulation and writing.
- Develop Requests for Proposals (RFPs), oversee contracting, and monitor contracts with research organizations and consultants.
- Initiate and manage CCBHC contracts to meet proviso requirements and balance program budget needs.
- Research and identify potential funding sources, apply for funding opportunities, and oversee research on service gaps and technical assistance.
- Interact with state agencies, legislators, and legislative staff, and act as a liaison with statewide partners.
- Analyze legislative bills, provide expertise in drafting CCBHC-related rules, and manage complex report production.
- Represent Washington State's CCBHC implementation team in national meetings and conferences.
- Promote best practices in CCBHC implementation and evaluate treatment data to inform policies.
- Lead efforts in responding to CCBHC-related provisos and federal grant applications, coordinating with DBHR and other HCA departments.
- Distribute bridge funding to CCBHCs and ensure compliance with legislative directives.
- Provide leadership on required reports assigned by the legislature and coordinate with project management support from the Medicaid Programs Division (MPD).
- Understanding of Washington State's community behavioral health system, including outpatient and inpatient care
- Knowledge of crisis and commitment services, as well as pertinent CFR, RCW, and WAC related to mental health
- Understanding of federal and state behavioral health statutes, rules, and regulations, including Medicaid regulations
- Familiarity with systems and coordination of treatment (e.g., MCOs, Behavioral Health Agencies, Dept. of Corrections, DCRs, involuntary treatment, and Developmental Disabilities Administration)
- Understanding of behavioral health programs and models of care based on recovery and resilience
- Familiarity with national and local trends in care and practice, including evidence-based and research-based practices
- Knowledge of mental health managed care principles and contract issues related to federal funding, medical necessity, resource management, access, quality improvement, cultural competency, and provider contracting
- Understanding of the protocols and processes of the executive and legislative branches of state and local government
- Knowledge of continuous quality improvement principles
- Familiarity with state contracting and contract compliance regulations
- Understanding of the Washington State Centennial Accord and the Government-to-Government relationship with Tribes
- Experience in the provision and supervision of outpatient behavioral health services within Washington's public behavioral health system

Your responsibilities will encompass grant writing, stakeholder engagement, and contract management. This role contributes to the advancement of Washington's behavioral health policies with the convenience of remote work options.

About the division:
The Division of Behavioral Health and Recovery (DBHR) delivers statewide programmatic support and policy direction for mental health, substance use disorders, and problem gambling prevention, treatment, and recovery.
Programs endorse strategies that support healthy lifestyles by promoting recovery and resiliency, reducing stigma, mitigating the effects of problem gambling, preventing misuse of alcohol, tobacco, and other drugs, and supporting recovery from substance use for individuals and families.
About the position:
The CCBHC Senior Technical Advisor, situated within the Adult Services and Involuntary Treatment division of DBHR, is pivotal in advancing the state's behavioral health treatment objectives.
Serving as the foremost authority on Certified Community Behavioral Health Centers (CCBHCs), the Advisor spearheads efforts to educate lawmakers, agency heads, and policy stakeholders on CCBHC implementation strategies and requisite services, while also leading bill analysis pertinent to CCBHC.
This role ensures statewide access to comprehensive care services through meticulous oversight of implementation progress, timely report submissions to the legislature, and adherence to key milestones and deadlines.
This position is eligible to telework but is frequently required to travel or report on-site to meet business need.The default assigned work location of all Health Care Authority (HCA) positions - both on-site and telework eligible positions - is within the State of Washington.
Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.Some of what you will do:
As the state agency Subject Matter Expert (SME) on Certified Community Behavioral Health Centers (CCBHCs), this new position will lead efforts to fund and expand CCBHC services statewide, ensuring solutions have a precedent-setting impact for advocating health equity.

5 years of experience in the public community behavioral health system, specifically as a Mental Health Professional in a community behavioral health agency, as well as 5 years of grant writing / grant management experience
