Qualifications/Skills Required:
- Bachelor's degree in Human Resources Management, Business Administration, or related field required
- Minimum three (3) years of experience working in the human resources field required
- SHRM-CP and/or PHR certification desired
- Excellent communication skills, both written and verbal
- Knowledge and understanding of employment laws, practices and regulations.
- Knowledge of administrative practices, procedures, systems and equipment.
- Knowledge of Microsoft Office suite (including MS Word, Excel, and PowerPoint).
- Knowledge of HRIS systems (e.g. ADP Workforce Now) and talent management systems.
- Ability to problem solve, think critically and make sound decisions.
- Ability to compose correspondence with general instructions.
- Ability to communicate effectively with county government, citizens, coworkers and vendors.
Responsibilities:
- Assists with the day to day operations of the Human Resources department.
- Collaborates with Chief Human Resources Officer and management to create and maintain recruiting initiatives and staffing objectives.
- Serves a primary backup support for payroll processing.
- Conducts employee onboarding, introducing new employees to the company culture, policies, and procedures.
- Participates in audits of various payroll, benefits or other HR programs and recommends any corrective action.
- Handles all administrative tasks for onboarding, new hire orientation, and exit interviews, including entering data into Human Resources information systems and auditing for accuracy and compliance.
- Assists with creating and updating position descriptions.
- Assists with the performance review process.
- Assists Chief Human Resources Officer and Payroll and Benefits, Manager with various research projects and/or special projects.
- Creates new employee personnel files and maintains physical and digital personnel files in compliance with applicable legal requirements.
- Participates in planning and implementing various employee relations, engagement, appreciation and satisfaction initiatives.
- Coordinates employee satisfaction surveys and gives actionable insights to improve employees' experience.
- Processes unemployment claims.
- Assists in the development and updating of the Human Resources section of the agency's intranet and external website.
- Maintains participant training records and enters training records into a database.
- Assists in the communication, interpretation, and upkeep of employee handbook, employee directory, and organizational chart, and contributes to the development of policies.
- Maintains workers' compensation reporting and OSHA logs.
