Description

Scout is seeking an environmental scientist with experience contributing to environmental planning, environmental compliance, and/or environmental engineering projects, primarily for the Department of Defense.

Other key areas of desired competency include coordinating, conducting, and reporting on field work including soil and groundwater sampling, well installation, stormwater and waste sampling; and an understanding of the key regulatory requirements at the national and state level (e.g., CWA, RCRA, etc.).

This position will require travel throughout the United States and the Pacific in support of federal projects. Work trips may be up to two weeks at a time.

This is a part-time position to start, with the opportunity to grow into a full-time position. The most qualified individual will work in Scout's San Diego office (Encinitas) or remotely if mutually acceptable. The specific terms of employment will be determined, commensurate with applicant's experience/background.


Your Primary Responsibilities Will Include:


  • Preparing reports summarizing periodic environmental monitoring in accordance with permit requirements.
  • Coordinating, conducting, and reporting on field work including soil and groundwater sampling, well installation, stormwater and waste sampling.
  • Completing Phase I/II/III Environmental Site Assessments and summary reports, environmental compliance documents, remedial action plans, and various regulatory program permits.
  • Compiling and interpreting analytical data.
  • Coordinating and communicating effectively with colleagues, clients, subcontractors, and regulators.
  • Contributing to the preparation of environmental planning documents (i.e., NEPA) as a resource are author and/or GIS technician.
  • Supporting environmental compliance audits as a team member.
  • Performing facility condition assessments as part of a multidisciplinary team.
  • Establish and maintain a high level of communication directly with clients, coworkers, partner firms, and other workrelated persons.
  • Develop and advise clients, partner, and project teams on the technical approach to environmental issue area analysis.
  • Form, organize, oversee, and coordinate with teams conducting field work, research, and impact analysis.
  • Contributing to documents by way of data collection, authoring document sections, preparing impact analyses, identifying potential mitigation measures, and contributing to the public involvement process.
  • Interface with clients and participating agencies/departments and conduct and participate in public and private sector project meetings, including making presentations to the public during scoping, community meetings, and public hearings.
  • Develop and maintain existing and new business relationships.

You Are Qualified Because You Have:

  • A bachelor's degree in environmental science, science, engineering, planning, or related degree.
  • 8+ years of experience as an environmental scientist.
  • Experience performing field work performing sampling.
  • Experience in supporting NEPA projects.
  • Competence with related environmental laws and compliance requirements.
  • Ability to multitask in a team environment across a multioffice organization.
  • Flexibility, excellent interpersonal skills, a commitment to teamwork, and proven ability to be a motivated selfstarter.
  • Ability to work effectively under pressure and establish or shift priorities under tight deadlines.
  • Excellent organizational, verbal, writing, and analytical skills.
  • An ability to exercise professional discretion and judgment.
  • Legal authorization to work in the United States.
  • Ability to travel as required.

Other Qualifications (NOT REQUIRED):


  • OSHA 40 hour HAZWOPER Certification or ability to get certification while at Scout.
