Minimum Qualifications

Open Competitive:
A bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science.

OR


A bachelor's or higher-level degree in any field and one year of experience in information technology; or 60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of professional experience in information technology.

OR

Two years of professional experience in information technology.

Transfer:

Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 2 or Information Technology Specialist 2 Programming, G-18; OR in a title G-16 or above deemed administrative under Section 52.6 of the Civil Service Law.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).


Duties Description


Under the direction of an Information Technology Specialist 3, SG-23, within the Chief Technology Office, Innovation and Engineering Services, Web Platform section, the Information Technology Specialist 2 Programming, SG-18, will serve as a developer for WebNY, which is responsible for the overall development and delivery of public facing web sites for the state of New York.


Specific duties include, but are not limited to:

  • Build Javascript Application front-ends integrating API data that comply with accessibility standards and user experience best practices
  • Build and update Drupalbased websites or similar CMS system
  • Update Jira stories and meet coding deadlines
  • Work in an Agile development process
  • Use IDE (Visual Studio Code preferred) in completing development tasks
  • Complete Code reviews for best practices and code optimization
  • Estimate jobs and commit to deadlines
  • Find solutions and recommend technologies to meet platform needs and agency requests
  • Use Command line entries in the build and server process, including Unix
  • Identify task blockers and elevate them to supervisors and managers as needed.


Due to the criticality of sites maintained (including and ), this position requires weekend support coverage on a rotating schedule.

On-call staff will need to be available to assist with site outages, opening tickets with third-party vendors, and keeping all necessary parties informed of status.

Weekend support coverage is paid for based on ITS standards, and cell phones are provided for this task.

Preferred qualifications:

  • Experience with frontend web technologies, including HTML, CSS.
  • Command line expertise for engaging in the build and server process, including Unix
  • IDE experience (Visual Studio Code preferred.)
  • Familiarity with a WCMS such as WordPress or Drupal.
  • Ability to estimate tasks and comfort committing to deadlines.
  • Ability to independently research technical solutions and communicate findings.
  • Ability to produce quality code at a consistent velocity.
  • Willingness to embrace Agile methodology and participate in all related activities.

Additional Comments
Some positions may require fingerprinting.
Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.
Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.

While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
