SECEP is a regional public school serving the Southside Hampton Roads Community.

The organization provides a formal structure through which the participating school systems can plan and operate programs for children with special needs.


PRIMARY FUNCTION:


This position involves performing professional and managerial work that includes assisting in the planning, organizing, and overseeing Southeastern Cooperative Educational Programs' (SECEP) human resources functions and programs.

It provides management oversight of staff in human resources, including the Assistant Director, Coordinator, and classified employees as deemed appropriate.


The Director is responsible for assisting with administrating policies and procedures involved in the recruitment, selection, employment, evaluation, and assignment of instructional, administrative, and classified-level employees.

The work includes aligning and developing policies and procedures with school divisions, developing program plans, goals, and objectives, and independently supervising the implementation of approved programs.

Work is reviewed in terms of the efficiency and effectiveness of the departmental operations and compatibility with established goals, objectives, policies, and procedures.

The Director represents the Human Resources Department on the Central Leadership Team. This is a senior-level administrative position with comprehensive responsibilities that impact SECEP's internal and external stakeholders.


QUALIFICATIONS:


  • Master's degree in Human Resource Management, Business Administration, or related field with a minimum of 10 years of successful supervisory experience managing a Human Resource office is preferred.
  • In lieu of the Master's degree, five or more years of successful experience as a Human Resources Manager combined with a Bachelor's degree in Human Resource Management, Business Administration, or related field.
  • SHRM (Society for Human Resource Management) certification is preferred.
Knowledge of state and federal laws and regulations as they relate to Human Resource management including:

a. Americans with Disabilities Act (ADA).

b. Family and Medical Leave Act (FMLA).

c. Virginia Worker's Compensation Act (VWCA) and SECEP's VWCA Insurer.

d. Virginia Employment Commission regulations.


SUPERVISION:


Work is performed under the general direction of the Executive Director and is reviewed in terms of efficiency and effectiveness of operations, quality and timeliness of work, and adherence with SECEP's goals and objectives.


ESSENTIAL RESPONSIBILITIES:


  • Assist with the planning, directing and implementation of human resources programs.
  • Reviews and administers personnel policies and recommends changes and improvements to such policies. Supervises and evaluates designated staff of the Department of Human Resources.
  • Serves as an advisor and support to principals and administrators in human resources matters.
  • Sets goals to and objectives to build the capacity of staff in support of the vision and mission of SECEP.
  • Administers established procedures involved in the recruitment, selection, employment and assignment of administrators, teachers, and classified employees. Provides leadership and recommendations regarding employee compensation for appropriate and salary administration.
  • Assists as necessary and accordingly in the recommendation of assignments, transfers, dismissals, and promotions. Oversees implementation of the SECEP's appraisal system to include classified, teacher, principal and central office evaluations.
  • Provides procedural oversight of the recommendation of prospective employees elected to serve as administrators, teachers, or classified positions.
  • Supervises the preparation of required reports relative to personnel and personnel dockets for the Joint Board
  • Works collaboratively with the human resources staff of the Norfolk Healthcare Consortium to administer and carry out established procedures and recommendations.
  • Assists in managing and monitoring the budget of the Department of Human Resources.
  • Oversees human resources staff and supports to administrators on the investigation of allegations, harassment, discrimination, and hostile environment claims; prepares reports as required and necessary.
  • Provides oversight of the human resources staff responsible for the necessary processing for issuance and renewal of state credentials/licenses as issued through the Virginia Department of Education (VDOE); provides leadership and direction relative to the tuition reimbursement process.
  • Performs other duties as required.
