    Summary

    With a growing portfolio of residential and commercial property parcels, King County's Department of Assessments is looking for interested applicants to apply for the Senior Appraiser - Modeling Supervisor position in our Residential Division to provide data analysis expertise in creating and maintaining over 200 models utilized by the department to aid in determining property valuations, as well as supervise Residential Appraiser II's whose core responsibility is the creation, development and maintenance of time trend analysis, statistical update reports, valuation models and the creation and support of ongoing modeling training for the department. We are looking for an analytically oriented and data driven creative thinker who can multi-task and bring their analytical, supervisory and training skills, appraisal technical skills and desire for excellence to this role.     Job Duties

    This position will be responsible for the review of the more than 200 statistical models utilized annually by the Residential Division. This Senior Appraiser will lead a team of six Residential Appraiser II's whose core responsibility is the creation of Residential Division time trends, statistical update reports for all areas, valuation models and the creation and support of corresponding training. This position will also serve as a consultant to Senior Management, the Chief Appraiser and to Residential Condominium and Apartment Modelers. The Residential Senior Appraiser Modeling Supervisor will report to the Residential Division Director. The successful candidate will at a minimum demonstrate skill and ability to:
    • Ensure accuracy and consistency across all residential districts in data collection practices and procedures.
    • Prepare and teach courses and create course materials on statistical modeling.
    • Review all time trend, statistical update and physical inspection models for consistency, accuracy and completeness.
    • Responsible for Division resource material created and updated on statistical processes.
    • Supervise a team of Residential Appraisers II's in calculating residential time trends and performing statistical updates on more than 450,000 parcels annually.
    • Train all Residential Appraiser II's in statistical modeling concepts and best practices.
    • Serve as a resource for the Assessor, Chief Deputy Assessor, Chief Appraiser and Division Directors to help provide more consistent and understandable statistical processes.
    • Serve as a resource for the Department regarding sales verification processes including but not limited to the Department of Revenue indicated ratios and supporting ratio studies.
    • Serve as a resource across divisions to include the Residential Condominium and Apartment Specialists, for all appraisers doing modeling work.
    • Responsible for updating the Area Data Excel Macro.
    • Create custom valuation methodologies to Integrate new data and responsibilities.
    • Create and publish standard practices for model building, variable selection, sales verification and outlier removal.
    • Manage and update public facing report templates.
    • Serve a liaison between appraisal staff and programmers to ensure searches and tools are working properly and as intended.
    • Testify as an expert witness in valuation appeals before the King County Board of Equalization, Washington State Board of Taxation or in civil proceedings in the Washington State Court System.
    • Provide back up support for other Residential Senior Appraisers on an as needed basis.
    • Plan and provide oversight for the annual valuation process which involves the analysis and review of appraisal valuation models to achieve assessment consistency, equity, and equalization. Ability to use metrics and analytics to drive work success.
    • Provide critical analysis and review of technically complex properties for tax assessment purposes. The work performed by the Senior Appraiser requires the application of a wide range of appraisal knowledge, principles, techniques, statistics and statistical model building, building construction knowledge, workmanship, materials and departmental procedures.
    • Prepare and review appraisals of a comprehensive scope requiring adherence to RCWs, WACs and appraising procedures, ensure equitable and consistent determination of value according to Uniform Standards of Professional Appraisal Practice (USPAP).
    Experience, Qualifications, Knowledge, Skills

    We are looking for skilled and experienced applicants with:
    • Knowledge and understanding of key statistical concepts used by the Assessor Offices including but not limited to multiple regression analysis.
    • Basic understanding of programming languages including visual basic and SQL.
    • Familiarity with and working understanding of Microsoft R, NCSS and other statistical software; and coursework to demonstrate learning of these topics.
    • Basic understanding of the King County Department of Assessments database architecture, or other property database architecture.
    • Able to leverage metrics and analytics to improve existing work processes.
    • Knowledge and familiarity with all forms of determining value including the income approach to value.
    • Has no less than (5) years of increasingly responsible supervisory and lead data modeling experience.
    • Demonstrated skill or ability to collaborate with other Senior Appraisers and stakeholders to improve and implement complex process design.
    • Demonstrates aptitude for mentoring, training and coaching employees and peers.
    • Must showcase aptitude in interpreting RCWs, WACs and Uniform Standards of Professional Appraisal Practice (USPAP).
    In addition, any combination of education and/or experience that clearly demonstrates the ability to successfully perform the duties of the position, and:
    • Have experience as a King County Department of Assessments real property appraiser II or other recent residential/commercial property appraisal experience with specific emphasis on data modeling and analytics and satisfactory completion of 105 hours of appraisal course work OR any equivalent combination of recent and relevant education and/or experience. Verification of successful completion of courses is required.
    • Documented training experience in the Microsoft R, NCSS or other statistical modeling tools.
    The following are required as a condition of employment as a Senior Appraiser:
    • Possession of an Assessor's Accreditation Certificate as required by the state of Washington or the ability to obtain accreditation within twelve (12) months of hire.
    • Ability to obtain and maintain a valid Washington State Driver License; and
    • Ability to use a personal vehicle in the performance of field work assignments.
    • A successful background check and reference review and pre-employment physical examination.

    WORK LOCATION: The primary work location for this position is the Black River Office Park, 900 Oakesdale Ave. SW, Renton, WA. A combination of remote telework and in-office work is currently required for this assignment. Field work is also a requirement for this position.WORKING CONDITIONS: The work is performed mainly in an office and remote telework setting, and there will be field work also required to inspect properties throughout King County.
