POSITION OVERVIEW

  • Under the general direction of a supervisor, this position performs procurement and contract administration support for the Los Angeles County Development Authority. The incumbent must maintain compliance with all relevant County, State, and Federal laws, ordinances, and internal policies and procedures.

Essential Job Duties:


  • The below statements are intended to describe the general nature and scope of work performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required.

Other duties may be assigned:

  • Develop solicitation packages for procuring materials/supplies, professional services, construction and commodities.
  • Analyze proposals.
  • Determine contract strategies, soliciting and scheduling prebid meetings.
  • Evaluate bids and proposals for compliance.
  • Understand and implement Davis Bacon, Section 3, and Living Wage.
  • Familiarity of the purchase card program.
  • Develop and monitor project management timelines.
  • Coordinate contract specifications such as complying with insurance requirements.
  • Determine prevailing wage for the projects, and approve payroll documents.
  • Conduct internal audits, and perform other related duties as assigned.
  • Ability to perform complex and multiple assignments concurrently while still maintaining attention to detail is critical to success in this position. Must be able to plan, organize, and prioritize multiple assignments, work with limited supervision, and make sound independent decisions.

Qualifications:


  • Any combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Experience, as outlined below, may be substituted for required education on a yearforyear basis.
  • Bachelor's degree from an accredited fouryear college or university with a major in business or a related field

AND

  • Three (3) years of experience in Procurement and Contract Administration for a large business or public agency.

DESIRABLE QUALIFICATIONS

  • Completion of a certification program demonstrating advanced knowledge in the Procurement arena such as public contracts, or federal government contracting, is preferred but not required.

  • High level of proficiency using Microsoft Office Suite, including Excel and Word

  • Compile and analyze complex data.
  • Maintain compliance while committed to a high standard of customer service.
  • Manage multiple projects and tasks simultaneously and meet deadlines under pressure
  • Work independently and with a team.

Salary Compensation

  • Salary compensation is dependent on qualifications (experience, education, knowledge, skills, and abilities). Initial salary placement is generally made between the start and midpoint of the posted range. New hires are not eligible to start at the maximum of the posted range.

Conditions of Employment Failure to meet these pre-employment requirements will be grounds for withdrawal of the conditional offer of employment.
