    SCI Summary: SCI supports people with disabilities, behavioral challenges, medically complex needs, transitioning youth, the elderly, and other populations using Maryland Department of Health's Targeted Case Management and Supports Planning work models as well as a concierge level geriatric care management and care partner model.

    Position Summary: The primary purpose of the Vice President of Government Relations (VP GR) is to advocate, including lobbying where appropriate, on behalf of Service Coordination Inc. (SCI) and work with federal, state, and local departments, legislators, and other government bodies, to support and drive SCI's Mission and Strategic Goals. The VP GR will be able to leverage a strong network of external influencers and work closely with SCI stakeholders to develop and implement legislative and policy strategies that align with SCI's core values. Registration as a lobbyist may be necessary.

    SCI Team Member Expectations: All SCI team members are expected to: Ensure services provided follow the organization's mission statement, core operating values and policies and procedures; follow HIPAA, confidentiality and security procedures and principles; collaborate with peers, leadership, and support areas of the organization; actively participate in and contribute to leadership and other staff meetings and trainings; maintains compliance with federal, state, and local employment laws and regulations; follow self-direction and person-centered planning procedures and philosophy; and to foster a culture that values diversity.

    Essential Duties:

    • Responsible for the overall planning, organization, and execution of SCI government affairs strategies and activities to help facilitate the company's strategic business growth initiatives
    • Represent SCI before elected officials at the federal, state, and local levels to advance the organization's positions on public policy
    • Proactively evaluate legislation, regulations, and rules, as well as the political environment
    • Develop close working relationships with key internal business stakeholders and partner with executive and board leadership to leverage governmental advocacy strategies
    • Develop and manage bipartisan relationships with elected and senior officials, regulatory agencies, and industry experts at the federal, state, and local levels
    • Create collaborative partnerships at the federal, state, and local levels to track, shape, and draft policy and/or legislation
    • Analyze proposed legislative measures and assess the potential impact on SCI
    • Summarize policy developments to internal stakeholders and assess impacts on SCI business
    • Facilitate internal processes to assist in monitoring, analyzing, and summarizing legislation and policy impacting SCI and the people we support
    • Provide guidance to and collaborate closely with team members on SCI's initiatives, events, projects, tasks, and daily operations
    • Work with SCI leadership team to formulate and draft testimony and responses to elected and senior officials and regulatory agencies at the federal, state, and local levels
    • Regular attendance to in-person meetings and events in the Annapolis-Baltimore area is expected

    Supervisory Duties:

    • Recruits, interviews, hires and manages direct report(s)
    • Mentors direct report(s) to ensure professional development and growth
    • Provides constructive and timely performance evaluations for direct report(s)

    Education Required:

    • Bachelor's Degree required in Public Administration, Communications, Political Science, Business, or a related field. Master's degree or advanced degree in law, public policy, or a related discipline is preferred and will receive priority consideration.

    Experience Required:

    • 10+ years' experience working with legislative and/or regulatory bodies at the federal and/or state level, preference for some of this experience to be in the Human Services industry
    • Previous experience on Capitol Hill or with a State Legislature, especially in Maryland
    • Demonstrated work experience with federal elected officials, political parties, companies, consultancies, trade association, governmental agencies, or equivalent organizations
    • Strong bipartisan network that can be leveraged on behalf of SCI

    Physical Demands: Generally, presents standard office environment. Must be able to remain in a stationary position >95% of the time. Continually operates a computer, keyboard and mouse, and other office productivity machinery, such as a calculator, copy machine, printer, and mobile Smartphone device. Constantly positions self to comfortably maintain computer equipment. May occasionally be required to move about in an office setting or position office equipment weighing between 10-25 pounds. Vision abilities required by this job include close vision. Ability to operate a motor vehicle. The

    person in this position frequently communicates with other people. Must be able to exchange accurate information in these situations.
