Summary

Island Creek Associates, a professional services firm, is currently seeking an FMS Financial Analyst (Senior) to support the Naval Air Systems Command (NAVAIR) H-60 Multi-Mission Helicopter Program at Naval Air Station Patuxent River, Maryland.

Duties/Responsibilities

Perform business financial management activities in support of FMS pre-case, case execution, reconciliation, and case closure activities.
Analyze total program financial requirements for development of P&A, LOA, amendments, modifications, revisions, and other pricing elements.

Apply knowledge of financial management functions, processes, and analytical methods to evaluate program information required for the Budget Financial Manager (BFM) and Program/Case Manager.

Demonstrates knowledge of DoD Federal Management Regulations (FMR), Federal Acquisition Regulation (FAR), PPBE, and DoN procurement policies and procedures experience.

Experience in the preparation of P&As, LOAs, amendments, modifications, and revisions within DSAMS is required.
Experience in case reconciliation, case management, and case closure are required.
Experience in maintaining Case Execution Performance Tool (CEPT) and participation in Financial Management Reviews (FMR) is required.
Demonstrated knowledge of FMS financial policies and procedures in required.
Working knowledge of DOD SAP policies and procedures relating to FMS is required.

Experience in Navy Enterprise Resource Planning (NERP), Defense Security Assistance Management System (DSAMS), and Management Information System for International Logistics (MISIL), Security Cooperation Information Portal (SCIP) and Defense Integrated Financial System (DIFS) and other DoD financial Automated accounting and budgeting systems in required.

Required Education

MA/MS in Business Analytics, Finance, Financial Analysis, or other relevant technical discipline with over 8 years of experience.

ALLOWABLE SUBSTITUTION:

BA/BS degree with an additional two (2) years of experience, AA/AS degree and an additional four (4) years of experience, or no degree and an additional six (6) years of experience.

Required Experience

8 years or more of experience performing the duties and responsibilities described above.

Desired Experience

Prior experience providing similar support to NAVAIR/NAWCAD.

Position Type And Expected Hours Of Work

This is a full-time position. Days and hours of work are Monday through Friday normally performed between 6am – 6pm EST. Work is to be performed at government site, contractor facility, or via telework with government and company approval. Work after hours or on weekend may occasionally be required.

Travel

Travel less than 25% of the time is expected for this position.

Work Environment

This job operates in a professional office environment.

Supervisory Responsibilities

This position does have supervisory responsibilities.

Work Authorization/Security Clearance

This position is subject to a government security investigation and must meet eligibility requirements for access to classified information at the Secret Level.

Ideal candidates will currently possess an Active DoD Secret Clearance; however, candidates with US Citizenship and the ability to obtain a DoD clearance will be considered.

Must be able to receive a Government Common Access Card (CAC), access Government systems, and receive a security clearance.
