    The mission of the Montgomery County Department of Transportation (MCDOT) is to move people and connect places with seamless, equitable transportation options that are safe, environmentally responsible, and support economic growth and vibrancy in Montgomery County.

    The Department has five divisions; these include Highway Services, Parking Management, Transit Services, Traffic Engineering and Operations, and Transportation Engineering.

    We are a large organization with over 1,200 employees and a dedicated County budget of 255 million.

    LL BE DOING:


    The Transportation Construction Section is responsible for the advertisement, construction and quality assurance of new capital improvement projects as well as improvements to existing transportation facilities including roads, bridges, bikeways and pedestrian facilities.

    The Construction Section achieves its core mission of delivering construction projects on time, under budget, and meeting the desired scope/quality with the help of Engineers, Construction Managers, Construction Inspectors, Material Inspectors and Administration Staff.

    The Department of Transportation, Division of Transportation Engineering Construction Section is seeking a

    Senior Engineer


    to provide claims analysis support, project schedule reviews, intensive plan review and constructability guidance for complex and difficult projects from initial engineering concepts through final design to construction, project closeout and final acceptance.

    To Monitor and assist in monitoring contract performance during construction.

    Performs contract administration duties by reviewing; contractor estimates for payment, contractor delay claims, evaluating claims for differing site conditions and other contractor claims for compensation and/or term increases and prepares subsequent change document for the office of Procurement actions.

    Duties include, but are not limited to:


    Communicating with developers, designers contractors, property owners, other governmental agencies and the general public in response to requests for information, to explain legal/regulatory requirements or provide technical assistance.

    Review and analysis of Contractor Schedules and Construction Claims.

    Review and evaluate new or existing industry standards, codes and practices to develop standards and guides for an area of technical engineering, reviewing plans and proposals with the technical area for compliance with such guides and serves as expert or technical resource in the County on matters within the technical area.

    Advises the public and others regarding engineering policies and requirements for construction and assists such persons on such matters as regulatory compliance, County policies and procedures.

    Attends and presents at public hearings.

    Confers with developers, A&E staff, contractors and their representatives regarding issues arising in the course of planning and completing projects and negotiates agreements with such entities to resolve matters, committing the Department as authorized.

    Reviews plans, in preparation of IFB's, the contract award process and other tasks associated with the construction of a project after it has been awarded.

    WHO WE ARE SEEKING
    :

    The ideal candidate will have excellent oral and written communication skills.

    The candidate must be able to meet deadlines and follow through with multiple projects simultaneously and have the ability to work independently to perform a variety of difficult and complex actions.

    Thorough knowledge of and the ability to apply modern principles and practices of engineering to which the position is assigned.

    Knowledge of the principles, policies, practices, and regulations associated with contract administration in order to prepare project-related elements of contract documents (e.g., scope of work, specifications), review and rate proposals, provide engineering expertise during contract negotiations, and manage contracts after award.

    Knowledge of applicable codes, statutes, and regulations related to the assigned engineering field. Knowledge of computer engineering applications and models. Ability to lead, mentor and guide other technical staff.

    Ability to work with coworkers and County employees to interpret requirements, provide technical guidance, and persuade or influence individuals or groups.

    Ability to prepare written reports, contract documentation, records of unit activities, and correspondence. Ability independently to conduct field investigations and inspections in environmental conditions that present moderate discomforts and risks.
    Ability to attend meetings or perform other assignments at locations outside the office.

    This may include but is not limited to, Primavera, knowledge of Microsoft Office products (Word, Excel, Outlook, PowerPoint, Office 365), SharePoint, Adobe Creative Suite products (Acrobat, Photoshop, Illustrator, and InDesign), and online meeting platforms (Zoom, Microsoft Teams, Webex, Adobe Connect, etc.)

    This position


    REQUIRES


    the possession of a valid driver's license and the ability to attend meetings and perform work at locations outside the office, including locations throughout Montgomery County and other places in the Washington Metropolitan region.

    These locations may not be accessible by public transportation.

    The employee is required to visit sites to make field investigations, and/or observe construction.

    Hazards include those requiring the use of hard hats, eye protection, and reflective vests worn when working in moving traffic.

    Physical effort involves occasional standing for long periods and/or walking over rough and uneven project sites, and occasional stooping, bending, reaching, and climbing at construction sites.


    To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.

    Minimum Qualifications

    Experience

    :

    Considerable (five (5) years) experience in Transportation Engineering, Civil Engineering, or related field.

    Education

    :

    Graduation from an accredited college or university with a Bachelor's Degree in engineering, or a related discipline appropriate to the assigned position.

    Registration as a Professional Engineer may substitute for the degree.

    Equivalency

    :

    An equivalent combination of education and experience may be substituted, provided such combination includes at least sixty (60) accredited semester hours (or an equivalent amount of accredited professional training) in engineering or related courses appropriate to the assigned position.

    License

    :


    Possession and maintenance at all times of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence.
