- Providing comprehensive engineering plan review including constructability and sequence of construction reviews,
- Checking and verifying contract quantities and cost estimates,
- Drafting construction contract documents including Invitation for Bids (IFB) and Request for Proposals (RFP) for transportation facilities in the Division's Capital Improvement Program (CIP) that are delivered through various project delivery systems including but not limited to design-bid-build, design-build, and Construction Manager at Risk (CMAR). The successful candidate will be responsible preparation of Invitation for Bids (IFB), Requests for Proposals (RFP), scope of services, contract amendments and other documents for the selection and contracting of construction services as well as for required modifications to existing construction contracts.
- Coordinating and conducting meetings with consultants, contractors, federal, state, local and other County agencies, and/or utility companies on program requirements, contract documents, schedule, budget, laws and regulations;
- Preparing and distributing meeting minutes;
- Assisting or leading the effort to acquire or renew construction permits;
- Training and mentoring others as needed.
- You have knowledge of engineering and construction utilizing industry standards, technical specifications, contract subject matter principles, regulations and procedures.
- You have knowledge and skill in using computer and automated office technology such as: Microsoft Office products (Word, Excel, Outlook, PowerPoint, Office 365, SharePoint), Portable Document Format (PDF) software such as Bluebeam Revu or Adobe Reader/Writer.

ABOUT THE JOB:
The Department of Transportation, Division of Transportation Engineering Construction Section is seeking an Engineer III .
The Transportation Construction Section is responsible for the advertisement, construction and quality assurance of new capital improvement projects as well as improvements to existing transportation facilities including roads, bridges, bikeways and pedestrian facilities. The Construction Section achieves its core mission of delivering construction projects on time, under budget, and meeting the desired scope/quality with the help of Engineers, Construction Managers, Construction Inspectors, Material Inspectors and Administration Staff.
WHAT YOU WILL BE DOING:
•You can deal tactfully, effectively, and equitably with stakeholders and other interested parties.
This position REQUIRES the possession of a valid driver's license and the ability to attend meetings and perform work at locations outside the office, including locations throughout Montgomery County and other places in the Washington Metropolitan region.These locations may not be accessible by public transportation.
The employee is required to visit sites to make field investigations, and/or observe construction.Hazards include those requiring the use of hard hats, eye protection, and reflective vests worn when working in moving traffic.Physical effort involves occasional standing for long periods and/or walking over rough and uneven project sites, and occasional stooping, bending, reaching, and climbing at construction sites.
To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.

Minimum Qualifications
Experience: Three (3) years of experience in an engineering field appropriate to construction or transportation
Education: Graduation from an accredited college or university with a Bachelor's Degree in civil engineering, construction management or a related discipline appropriate to the assigned position. Registration as a Professional Engineer may substitute for the degree.
Equivalency: An equivalent combination of education and experience may be substituted, provided such combination includes at least sixty (60) accredited semester hours (or an equivalent amount of accredited professional training) in engineering or related courses appropriate to the assigned position.
License :Possession and maintenance at all times of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence.
