OVERALL OBJECTIVE OF JOB:


This job position is responsible to perform administrative, supervisory work in correctional security, and associated services, at the Dauphin County Prison.

The employee in this position supervises, directs and ensures the proper completion of the administrative tasks associated within the operation of the Correctional Officers' shifts at the Prison.

The position reports directly to the Warden and/or Director of Criminal Justice, as the latter directs.


SALARY:

$95,742 annually ($46.03/hr)


ESSENTIAL FUNCTIONS OF JOB:


  • Disseminates timely information and directions, ensuring continuity of operation between Correctional Officer shifts at the Prison.
  • Creates and implements corrective action and performance improvement plans.
  • Supervises and ensures the timely and proper completion of performance evaluations of the Correctional Staff (Correctional Officers and Sergeants).
  • Assigns senior correctional staff to serve as a Field Training Officer; supervises and oversees the FTO (Field Training Officer) program for assigned shifts to ensure the effective training and evaluation of newly hired correctional staff.
  • Notifies Human Resources of violations of the applicable attendance sections of the collective bargaining agreement for Correctional staff.
  • Supervises and ensures completion of work schedules, and duty rosters. Supervises and completes all staff rosters, work schedules, and deletions of assigned posts due to staff shortages, and makes necessary changes, if applicable. Reports such changes to the Shift Commanders.
  • Drafts/recruits/identifies and assigns Officers for overtime work and inputs all overtime into the current payroll system for each shift.
  • Ensures accuracy in the submission of work schedules and roster reports prior to submission to the Administration, indicating personnel present on time, absent, and/or failing inspection. Ensures that absence slips are completed and processed each day in the current payroll system.
  • Submits reports to DCP payroll using the current payroll software at the Prison, indicating Officers on and off days, overtime, paid time off, and compensatory time.
  • Assists in staffing analysis efforts and composes reports of such analysis as tasked by the Warden or Director of Criminal Justice.
  • Assists the Warden or Director of Criminal Justice in the development of policies and post orders for the assignment of Correctional Officers throughout the Facility to increase the efficiency and quality of performance of the Correctional Staff.
  • Participates as required and necessary in investigative and disciplinary processes.
  • Issues body cameras and other necessary equipment to staff and collects at the end of the shift. Completes the return and reactivation process for damaged body cameras.
  • Responds to incidents inside the Facility when additional direct supervision is needed due to exigent circumstances.
  • Fulfills the other duties listed in the Job Description for Lieutenant at the Prison (as needed).

OTHER DUTIES OF JOB:


  • Attends meetings, training, and seminars as required.
  • Performs other jobrelated duties as required.
  • Assumes decisionmaking authority as a commissioned officer.
  • Makes decisions within scope of the position description, duties, and responsibilities.
  • Consults with Shift Commander concerning special or unusual circumstances.
  • Communicates and interacts with outside agencies as appropriate to fulfill the functions of the job.
  • Assists Internal Affairs as requested by the Internal Affairs Investigator.

SUPERVISION RECEIVED:


  • Receives instruction and supervision directly from the Captain, Warden and/or Director of Criminal Justice, as the latter directs.

SUPERVISION GIVEN:


  • Supervises as necessary within his/her job duties, junior officers including probationary Correctional Officers, Correctional Officers, and Sergeants under the direction of the Duty Captain.

WORKING CONDITIONS:


  • Works indoors with exposure to noise, disruptions, and stress.
  • Normal indoor exposure to dust/dirt.

PHYSICAL/MENTAL CONDITIONS (As Outlined in the Lieutenant WorkTask Analysis):

  • Must possess ability to record, convey and present information, explain procedures and follow instructions.
  • Must be able to sit and stand for periods throughout the workday, with periods of standing, walking, bending, twisting, reaching, stooping and grasping as necessary to carry out job duties.
  • Dexterity requirements range from simple to coordinated movements or fingers/hands; feet/legs; torso necessary to carry out job duties.
  • Medium work, with occasional lifting/carrying of objects with a maximum weight of fifty (50) pounds.
  • Must be able to cope with the physical and mental stress of the position.
  • Must be able to pay close attention to details and concentrate on work.
  • Must demonstrate resourcefulness in decisionmaking and problem solving.
