- Develops and administers company-wide human resources policies, procedures, and practices in accordance with stated corporate objectives and federal and state legal requirements.
- Promotes positive employee relations through design, communication, and interpretation of human resources policies, procedures, and programs.
- Develop and manage recruiting strategy in coordinator with management/business line owners. This may include job posting optimization, recruiting marketing channel development, job board procurement, digital and non-digital employment marketing, comprehensive recruitment campaign planning, talent planning, and other sources.
- Coordinates employee-relations activities and programs including but not limited to employee counseling, interpretation of policies, new employee orientation, and employee recognition programs.
- Responsible for successfully implementing HR policies and procedures at all levels and locations.
- Manage the HR policies, procedures, and processes to determine effectiveness and efficiency of each.
- Defines, develops and manages job classification and position description framework consistent with the company's core capabilities.
- Ensures the company complies with federal, state, and local legal requirements by studying existing and new legislation; anticipating legislation; enforcing adherence to government contracting-specific HR and staffing requirements; advising management on needed actions.
- Perform employee outreach and relations to ensure a high level of employee satisfaction and minimum voluntary attrition through activities, initiatives, and communication.
- Collateral duties may include Facility Security Officer (FSO) responsibilities.
- Minimum 6-8 years of progressively complex human resources experience required; 3+ years experience in a management level role.
- Bachelor's degree in human resources, business administration, or similar field.
- Strong understanding of on-boarding, retention, and off-boarding procedures.
- Experience with developing and maintaining employee handbook.
- PHR/SPHR or SHRM-CP/SHRM-SCP Certification & SHRM membership desired.
- Clear and concise interpersonal communication
- Ability to work at both strategic and tactical levels, within managerial/leadership and non-managerial employee groups.
- Strong problem solving skills and experience.
- Experience working in a government contracting in a multi-state environment.
- Knowledge of HR policies and practices (multi-state), recruitment and retention.
- Experience with Affirmative Action Plan, EEO-1, Vets 4212 filings.
- Experience with HR related software applications.
