(TCI) is seeking an experienced Program Manager to join our team in support of the Naval Undersea Warfare Center Division Newport (NUWCDIVNPT).


Job responsibilities include, but are not limited to**:

  • Develop, update, and maintain draft project management plans, tasking documentation, and cost estimates;
  • Conduct analyses of forecasted budgets against project objectives and requirements, cost, schedule, and technical risks;
  • Provide services in support of the development and refinement of Code 34 Departmental business processes, specifically in the area of financial practices for all projects. This includes the support and participation in LEAN events and Enterprise Resource Planning (ERP) and other events involving Code 34 business process and improvements.
  • Assemble, enter, and update project planning data into ERP or other systems;
  • Provide impact analysis related to Program Budgets and Project Plans baselines;
  • Perform technical reviews and analyze project requirements, schedules, and execution plans provided to identify problem areas.

Education and Experience:


  • Minimum of Bachelor's degree in technical or managerial discipline from an accredited university;
  • 10+ years of experience in program/project management;
  • Demonstrated experience in project management for engineering and technical programs;
  • Demonstrated proficiency with Navy Enterprise Resource Planning (ERP);
  • Project Management Institute, Masters in Business and Administration (PMI-MBA) Certification a PLUS
  • Project Management Institute Scheduling Professional (PMI-SP) (or equivalent) Certification a PLUS
  • Certified Defense Financial Manager (CDFM) a PLUS

Additional Required Qualifications:


  • Demonstrated proficiency with Tableau, Microsoft Access, MS Excel, MS PowerPoint, and MS Visio;
  • Prior experience supporting NUWCDIVNPT, especially within the Undersea Warfare Electromagnetic System Department would be considered a PLUS
  • Ability to communicate effectively in teamoriented, fastpaced environment;
  • Ability to work independently and as part of a team.
The nature of this position requires U.S. citizenship and the ability to pass a thorough background investigation.


The primary location for performance of the work will be in Newport, RI with very limited travel, if any, required within the continental United States.
