Traffic Engineering Analyst - Pueblo, United States - City of Pueblo, CO
Description
This is a non-exempt position under the supervision of the Traffic Engineer. The Traffic Engineering Analyst assists the Traffic Engineer in the daily operation of the City's roadway and traffic system.Duties include, but are not limited to, conducting traffic surveys, field investigations, data collections and analysis, compiling and analyzing data for reports and presentations, and layout of traffic engineering projects.
Performs other duties as assigned.
This job description is an overview and is intended to describe the general nature and level of work being performed.
ESSENTIAL FUNCTIONS:
Coordinates work / tasks to other employees performing data collection, field inspections, maintenance, enforcement, and other traffic-related tasks
Performs traffic volume data collection and analysis, which includes performing 24-hour counts using MH Corbin (in ground) counters (or equivalent), conducting peak hour turn movement counts, and other data collection and analysis tasks, as assigned
Prepares city wide traffic volume map and associated reports
Gathers data and writes grant submittals for federally funded traffic and hazard elimination projects
Performs traffic engineering studies, develops evaluations, and makes recommendations in such areas as speed studies, pedestrian studies, roadway capacity analyses, traffic control device installation studies, signal warrant studies, street lighting analyses, accident analyses, field inspections/analyses, parking investigations, and parking lot plan review
Prepares database for temporary traffic control plans
Prepares notices of violations for sight distance obstructions
Maintains the Traffic Engineering crash database including identification of high crash locations and collision diagram preparation using Diexsys computer software
Conducts commercial site plan reviews to ensure compliance with Pueblo Municipal Code and other applicable policies and standards
Responds to citizen complaints, concerns, and questions by telephone, in person, and during presentations
Coordinates with Police Department for resourcing of Parking Enforcement Division
Liaises with other internal and external transportation stakeholders including but not limited to Colorado Department of Transportation, Pueblo Area Council of Governments Metropolitan Planning Office, Pueblo County, Pueblo Transit, and other City departments
Reviews and performs field inspections of temporary traffic control plans (methods of handling traffic (MHTs))
Once certified, develops temporary traffic control plans for approval by the Traffic Engineer
Operates automobiles and light trucks (less than 26,000-lb GVW) for transportation to and from work sites, meetings, and other assigned tasks as required (CDL not required)
Performs other related duties as assigned
May perform the duties of similar classifications of equal or lower pay grade
PHYSICAL REQUIREMENTS:
The physical standards an employee must meet in order to perform the essential job duties with or without a reasonable accommodation include, but are not limited to:
Performs activities requiring a full range of body movements including sitting, bending, stooping, kneeling, squatting, crawling, twisting, and balancing
Lifting, carrying, pushing and/or pulling of up to forty-five (45) pounds to move material and supplies
Uses visual acuity to observe traffic operations, including traffic signal timing, review plans and submittals and perform daily functions
Uses manual dexterity and vision to operate automobiles and light trucks; operate computers; manipulate related office equipment, documents, and supplies; inspect construction projects; operate surveying equipment; and perform other essential functions
Ability to communicate verbally, using hearing and listening for effective communication with others
Ability to deal with moderate to high levels of stress including field traffic situations, irate citizens, and employee performance issues
Ability to perform occasional work in an outdoor field environment with exposure to hot or cold temperatures, precipitation, wind, dust, and other conditions not normally encountered in an indoor environment
KNOWLEDGE, SKILLS,
AND ABILITIES:
This position requires:
Knowledge of traffic engineering fundamentals, principles, and standards
Working knowledge of MUTCD (Manual of Uniform Traffic Control Devices)
Ability to perform traffic engineering studies and analysis
Knowledge and ability to collect and process data
Ability to draft grant applications
Skill and ability to use a personal computer and software packages including Microsoft Word, Excel, PowerPoint
Ability to communicate effectively with others – both orally/verbally and in writing
Ability to give effective oral presentations with and without presentation aids
Ability to establish and maintain mutually beneficial working relationships with City employees, other agencies, and the general public
Ability to preform all job duties in a safe manner
MINIMUM QUALIFICATIONS:
In addition to the knowledge, skills, and abilities listed above, this position requires:
A bachelor's degree from an accredited college or university
A valid driver's license at the time of application, and a valid Colorado driver's license within 30 days of employment
License restrictions that may hinder your ability to drive on City business, such as an interlock, will be cause for disqualification
During the course of employment, a valid license must be maintained, and the employee must notify the City immediately upon changes to the status of their license
PREFERRED QUALIFICATIONS:
Any of the following additional qualifications may lead to a higher level of success for the selected candidate in the performance of job duties:
At least one year of public sector work experience in municipal or state transportation network planning, engineering, design, construction, operations, maintenance, and/or safety
A Bachelor of Science degree in engineering, math, or science from an accredited college or university
Previous experience in municipal transportation network planning, design, construction, operations, maintenance, and/or safety
Previous experience writing successful grant applications, especially for transportation-related programs managed at the state and/or federal government level
Working knowledge of Pueblo Municipal Code sections related to Transportation, Traffic, Zoning, Parks and Recreation, and/or Public Works
Knowledge of and ability to use MH Corbin counters (or similar equipment), including the skill and ability to download and process collected data
Skill and ability to use various software packages to assist in transportation studies and data analyses such as ESRI's suite of GIS products (e.g., ArcMap, ArcGIS, etc.); Diexsys; AutoCAD; and other trip generation, traffic, transportation, roadway capacity analysis tools
Ability to develop, refine, and use mathematical models and software tools to improve performance or efficiency of the transportation network and associated infrastructure
SPECIAL CONDITIONS OF EMPLOYMENT:
Within two years from the date of hire the employee must possess ATSSA Traffic Control Supervisor Certification.
Work is performed indoors and outdoors, with exposure to varying temperatures and weather conditions.
The employee may be exposed to dust, noise, smog, heavy traffic, moving equipment, fumes, and other potentially hazardous conditions. The individual may occasionally be required to work a flexible schedule.
All required licenses and certifications must be maintained throughout the term of employment.
Failure to obtain or maintain licenses and certifications may result in demotion or termination.
Due to Federal and State Criminal Justice System access requirements, classifications that access and maintain criminal justice information may also be required, as a condition of employment, to not have been convicted of and/or have pending charges of a felony or misdemeanor crime that would deny or otherwise restrict access to criminal justice information.
