Minimum Qualifications
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).


At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.

Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.

While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.


Minimum Qualifications:
A bachelor's degree and three years of experience performing inspections and/or appraisals of environmental or recreational lands to include writing detailed original appraisal reports or appraisal reviews, leasing financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations; OR writing detailed original appraisal reports or appraisal reviews in connection with land acquisition for a Public land acquisition agency, utility companies, or Not For Profit conservation organizations;
OR, a NYS Land Surveyor's license with current registration and two years of experience performing inspections and/or appraisals of environmental or recreational lands to include writing detailed original appraisal reports or appraisal reviews, leasing financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations; OR writing detailed original appraisal reports or appraisal reviews in connection with land acquisition for a Public land acquisition agency, utility companies, or Not For Profit conservation organizations;
OR, certification as a NYS General Certified Appraiser and four years of experience performing inspections and/or appraisals of vacant, environmental or recreational lands to include writing detailed original appraisal reports or appraisal reviews, leasing financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations; OR writing detailed original appraisal reports or appraisal reviews in connection with land acquisition for a Public land acquisition agency, utility companies, or Not For Profit conservation organizations;

OR, seven years of experience performing inspections and/or appraisals of environmental or recreational lands to include writing detailed original appraisal reports or appraisal reviews, leasing financing of real property with banks, lending institutions, mortgage organizations, or other financial organizations; OR writing detailed original appraisal reports or appraisal reviews in connection with land acquisition for a Public land acquisition agency, utility companies, or Not For Profit conservation organizations.


Non-Qualifying Appraisal Experience:
Preparing Comparative Market Analysis (CMA) Reports.

Non-Qualifying Work Experience:
Work as a Real Estate Agent of Real Estate Broker.

Reassignment Qualifications:
Currently in the title and an employee of DEC

Reinstatement Qualifications:
Previously held the title on a permanent competitive basis.

One year of permanent, contingent-permanent, or 55 B/C service as a Real Estate Specialist 2 or Real Property Analyst 2

Must have a valid driver's license or demonstrate the ability to meet the transportation needs of the position. Must be able to negotiate difficult terrain. Must be able to work in remote areas. Travel may be required. Telecommuting may be available, will be discussed at interview.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
