Description

Duties:


  • As the Subject Matter Expert (SME), the incumbent leads a team of personnel in performing duties related to Vendor Relationship Management, which performs Supplier Performance Management for the organization.
  • Works to continually improve the readiness of managed critical systems through implementing and maintaining innovative and communicative partnerships with industry partners.
  • Leads and facilitates regular vendor engagements at both working and executive level to build upon innovations and lessons learned, while resolving strategic and systemic issues.
  • Meets with prospective vendors looking to introduce new technologies that could benefit the organizations major systems and platforms.
  • Evaluates supplier performance and identify areas for improvement.
  • Act as the intermediary between the supply chain and Original Equipment Manufacturer's (OEM).
  • Ensures the team works with contracting center, engineering support activity, and other stakeholders to resolve delays to contract award.
  • Proactively collaborates with Contracting Centers and commodity teams to communicate issues and concerns regarding supplier performance.
  • Supports the planning, development, implementation, and management of effective/affordable product support strategies for demands throughout life cycle for weapons, materiel, or information systems, as addressed in policy/regulatory guidance.
  • Ensures the team conducts ongoing surveillance of awarded contracts and delivery orders to ensure ontime delivery of supplies and acceptable performance of services.
  • Monitors contractual delivery schedules to ensure terms of the contract are met, considering commandassigned priority of the end item and contract delivery status.
  • Oversees a team that works with contracting personnel to mitigate delivery delays.
  • Leads the team to perform Supplier Performance Management (SPM).
  • May be required to take Contracting Officer's Representative (COR) training and be appointed as COR for one or multiple contracts.
  • Receives supply chain risk analysis from Industrial Base Office, determines implications for items on supply plans, and recommends mitigation strategies to supervisors and other supply chain functions.
  • Leads a team of Supplier Relationship Analysts.
  • Articulates and communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.

  • Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • Must be able to obtain and maintain a Secret security clearance.
  • Oneyear trial/probationary period may be required.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Life Cycle Logistics Advanced certification within 48 months as of entrance on duty.
  • This position has a Data Analytics requirement. The incumbent must meet all requirements for Data Analytics level one (1) certification within 12 months of being placed on the position.

Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level
(NH-02).


Specialized experience is defined as:
1) Analyzing issues for procurement and post-award actions to advise on solutions; 2) Collaborating with Contracting Centers and commodity teams to communicate issues and concerns regarding supplier performance; 3) Facilitating regular vendor engagements at both working and executive level to build upon innovations and lessons learned; and 4) Evaluating supplier performance and identify areas for improvement.
