Minimum Qualifications
A Bachelor's degree and ten years of relevant experience.

  • Substitutions: four years of specialized experience or associate's degree and two years of specialized experience may substitute for bachelor's degree; J.D. or master's degree may substitute for one year of specialized experience; Ph.
D. may substitute for two years of specialized experience.


Preferred Qualifications:
This position requires an inspiring, collaborative, courageous, innovative, and visionary leader with outstanding people and management skills.

Knowledgeable, with at least four years of experience, in the areas of prevention, care, and access to support services related to sexual health, LGBTQ+ health and wellness, drug user health, health disparities and equity, and incidents of community-based violence.

Demonstrated experience serving as a member of an executive leadership team.
Experienced public speaker with ability to represent the Commissioner and Governor as assigned.
Strong ability to represent the NYSDOH in both written and verbal communication.

Experience in supervising and leading leadership teams addressing administrative, fiscal, and planning priorities, successful facilitation and integration of strategic planning and priority setting.

Strong ability to provide support in capacity building, development and facilitation of training, education, and individual and group mentorship.

Effective intercultural communication skills and ability to advocate/address issues of diversity and inclusivity, setting and implementing an overarching vision and framework of diversity, equity, and inclusion (DEI) at the leadership, programmatic and administrative levels.

Demonstrated understanding of various communities, including people with disabilities, Black, Indigenous, and other People of Color, LGBTQ+, persons who use drugs, and otherwise marginalized persons.

Demonstrated experience in effectively interact with a diverse workforce, unique by ethnic backgrounds, religious views, cultural backgrounds, lifestyles, and sexual orientation, and to treat everyone with respect and dignity.

Extensive understanding of culturally specific resources across New York State regions.

Conveys sensitivity and understanding of specific barriers which have historically led to the inability to effectively engage diverse personnel in both the workplace and across DOH funded community-based service providers.


Duties Description


The Deputy Commissioner for the Office of Health Equity and Human Rights (OHEHR), reporting directly to the NYS Commissioner of Health, serves as a member of the executive leadership team, partnering with NYSDOH senior leadership to enhance, develop and integrate the key equity strategies of the Department both internally and externally.

The Office for Health Equity and Human Rights leads the Department's commitment and strategy to be a diverse, anti-racist, equitable, and inclusive organization.

The OHEHR is responsible for setting and implementing an overarching vision and framework of diversity, equity, and inclusion (DEI) at the leadership, programmatic and administrative levels.

The OHEHR works to eliminate systemic organizational marginalization and promotes inclusion, anti-racist practices, and equity principles evidenced through policy, programming, and personnel recruitment.


Essential duties and responsibilities:


The OHEHR defines the overarching vision, framework, and strategy to achieve a diverse, equitable, and inclusive Department across all Centers, Divisions and Offices.


  • Engage in priority planning rooted in research, evidencebased best practices, and internal and external input.
  • Ensure the Department's priorities are reflective of and inspired by health equity principles with the intent of eliminating health disparities.
  • Develop performance indicators through analysis and shared observations regarding programmatic practice and innovation, internal and external diversity, equity and inclusion metrics, and organizational culture and practice.
  • Identify and use key resources to stay current on DEI research and evidencebased best practices in developing policy, program, and recruitment.
  • Address emerging issues and work with designated NYSDOH staff to identify, document and address disparities and access barriers to prevention services, diagnosis, treatment, hospitalization, and deaths.


The OHEHR directly facilitates health equity and DEI focused committees' representative of state agencies, DOH staff members and community stakeholders; works closely with all programmatic areas, as well Senior Staff, to ensure that organizational culture, practice, and leadership development are clearly reflected in the Department's vision for diversity, equity, and inclusion.
