ABOUT THE DEPARTMENT:


The Inspectional Services Department (ISD) implements the City's enforcement program related to the Massachusetts State Building Code, the City Zoning Ordinance, and portions of the State Sanitary Code.

ISD prides itself on delivering excellent customer service and using enforcement as a tool to promote the health and safety of the Cambridge community.

Over 80% of greenhouse gas emissions in Cambridge comes from buildings.

ISD ensures that new building construction and major renovations are energy efficient, reduce greenhouse gas emissions, prepare for and adapt to the effects of climate change, and support best practices for overall environmental performance.


ABOUT THE ROLE:


The Manager of Building Inspections will be working under the supervision and at the direction of the Commissioner of Inspectional Services and Assistant Commissioner of Inspectional Services to enforce the provisions of the State Building Code and related applicable statutes, regulations, and ordinances under the department's jurisdiction.

Under the direction of the Commissioner and Assistant Commissioner, the Manager of Building Inspections supervises and manages departmental staff including local building inspectors, electrical and plumbing inspectors, and the access analyst.

This involves evaluating existing workloads, allocating assignments in coordination with other departments, and helping to determine training and development needs.

The Manager of Building Inspections will continuously evaluate staffing and distribution of responsibilities and recommend any realignment to support the ISD mission.

The Manager of Building Inspections will also make recommendations for operational improvements, ensure consistency in services, review and improve customer service, and implement quality control in inspections performed by the department.

The Manager of Building Inspections will also act as a mentor for the inspection staff.


ESSENTIAL DUTIES AND RESPONSIBILITIES:

Specific duties include but are not limited to the following:

  • Oversees and conducts inspections of existing buildings and buildings under construction or modification for compliance with the Building Code and related codes.
  • Supervise and manage departmental staff including local building inspectors, electrical and plumbing inspectors, and the access analyst.
  • Assists inspectors with complicated or escalated situations.
  • Investigates complaints and responds to questions from the public.
  • Conducts inspections of assembly spaces and multifamily residential structures as required for certificate of inspection.
  • Reviews plans for conformance with state building code, including mechanical, fire protection, plumbing and electrical plans.
  • Provides testimony in court proceedings, initiates enforcement action and performs regulatory compliance work as required.
  • Maintains records of correspondence, permits granted and inspections made, including preparation of reports.
  • Responds to afterhours emergencies during nights, weekends, and holidays. Is part of emergency on call rotation.
  • Performs related work as required.

MINIMUM REQUIREMENTS:


  • Bachelor's degree in engineering, Architecture, Construction Management, or similar with five years fulltime professional experience. Additionally, at least 3 years effectively managing building inspectors or direct reports in an engineering, construction, architecture, or other related industry. An equivalent combination of education, training, and experience may be considered.
  • Able to demonstrate experience with and ability to read and comprehend complex architectural building plans and specifications, including engineering plans.
  • Evidence of general knowledge of the Massachusetts Stretch Energy Code, green building practices, building and related sciences.
  • Fluency with computer use, particularly the Microsoft office suite and the ability to adapt to changing software.
  • Ability to exercise good judgement and communicate in a courteous and professional manner.
  • Excellent written and oral communication skills.
  • Excellent organizational and interpersonal skills, with a keen attention to detail and comfort handling multiple types of tasks and projects.
  • Certified by the Massachusetts Board of Building Regulations and Standards (BBRS) as a Local Building Inspector or have the ability to obtain such certification within 12 months of employment.
  • Possess a valid Massachusetts Driver's License and personal motor vehicle.
