Who we are:


Western State Hospital (WSH) is the state of art psychiatric hospitals operating since 1828 under Department of Behavioral Health and Development Services.

WSH is 302-bed Joint Commission accredited facility located in the beautiful Shenandoah Valley within 30-minutes of major university towns and is affiliated with the University of Virginia-Department of Psychiatric Medicine and provides a training ground for professionals from other colleges and universities in the fields of nursing, social work, psychology, and activities therapy.


Responsibilities:


This position is responsible for the managing, organizing, and directing of key functions of the Fiscal Department on behalf of Western State Hospital (WSH) and the Commonwealth Center for Children and Adolescents (CCCA); responsible for budgeting, financial analysis and reporting; cost accounting; annual ARMICS review; internal and external audits; and data analytics; responsible for assuring compliance with applicable federal and state laws to include the Commonwealth Accounting Policy and Procedure (CAPP) manual; responsible for communicating financial information to WSH, CCCA, and DBHDS Executive management, department heads, managers, and supervisors, as well as other stakeholders; and working with the Payroll Manager and Accounting Manager to assure compliance with the Agency Risk Management and Internal Control Standards (ARMICS) on an ongoing basis and coordinating the audit with the DBHDS Comptroller's office.

This position will also assist in the development/preparation of the annual operating budget; perform/analyze monthly payroll and "all other" expense projects on a monthly basis and determining funding adequacy considering salary and benefit increases and other planned distributions.

This position will report to the CFO.

Minimum Qualifications

  • Proficiency in Excel is a must, and experience with data reporting tools like Microsoft Power BI will be an added advantage.

Additional Considerations

  • Extensive knowledge of public sector accounting systems, or healthcare is preferred.
  • CPA designation for MBA level of education is preferred.
  • Knowledge of Hospital operations, including the revenue cycle, is preferred.
  • Bilingual in Spanish
  • Veteran or Veteran spouse.
