Main Purpose of Job:

The main purpose of this position is to work closely with the Chief Operating Officer/Safety Officer with all things concerning Emergency Management and Safety.

This position will be responsible for making sure John L. Gildner RICA (JLG-RICA) meets the Emergency Management standards of our accrediting body, The Joint Commission.

This includes updating annually the facility Emergency Management Plan, conducting annual emergency training and conducting NIMS and ICS courses especially ICS100, ICS200, NIMS700 and NIMS800.

This position will also work with Regional and State partners in emergency planning, planning and conducting drills at the local, regional and state level and having JLG-RICA participate in those drills.

Part of the role of the Emergency Manager will be to critique these drills for the facility.

This position will also be responsible during actual emergencies to communicate and give status reports on the facility and may require the manager to be on site for all emergency situations.

This position will assist in updating and expanding the Continuing Operations Plan and reviewing the HVA Hazard Vulnerability Analysis with JLG-RICA Leadership.

Per the Amended Directive and Order Regarding Vaccination (MDH # issued by the Secretary of the Maryland Department of Health, effective April 18, 2023, staff in all hospitals and residential facilities operated by the Maryland Department of Health or any local health department are required to show proof of COVID-19 vaccination.

Staff includes, but is not limited to, regular and contractual employees, contractual staff, volunteers, and other state employees performing any duties at the facility.

MINIMUM QUALIFICATIONS:


Education:
Graduation from an accredited high school or possession of a high school equivalency certificate.


Experience:
Five years of administrative staff or professional work.

DESIRED OR PREFERRED QUALIFICATIONS:


  • Experience working with FEMA (Federal Emergencies Management Agency) and MDEM (Maryland Department of Emergency Management).
  • Experience with NIMS (National Incident Management Services) and ICS (Incident Command System) procedures.
  • Knowledge of PMAB (Prevention Management of Aggressive Behaviors).

LICENSES, REGISTRATIONS AND CERTIFICATIONS:

Employees in this classification may be assigned duties which require the operation of a motor vehicle.

Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
