Job Summary:


DES is seeking an experienced and highly motivated individual to join our team as a Deputy Administrator for the Division of Business Services, Operations Support Services (OSS).

This position oversees operational and financial objectives for Records Retention and Disposal, Print and Bindery, and Surplus Properties functions within the OSS administration.

The Deputy Administrator creates and implements standard work for utilizing advanced and high-level equipment; develops budget, marketing, and accounts receivable plans focused on Department, State agency customers, and customers from external organizations; modernizes print and bindery operations, surplus properties, and records retention processes; and authorized to act in the absence of the Administrator to direct receiving, warehousing, and distribution operations, effectively optimizing processes for quality assurance, inventory control, space management, logistics, floor productivity, shipping, and customer service.


Job Duties:
Essential Duties and Responsibilities include but are not limited to:

  • Directs records retention and disposal, printing and bindery services, and surplus property receiving and disposal by initiating, coordinating, reinforcing, and developing program, operational, and personnel policies and procedures.
  • Selects, trains, assigns, and coaches employees by communicating job expectations, planning, monitoring, and appraising performance.
  • Develops, implements, and monitors administrative systems by enhancing existing processes through review and analysis of workflow, staffing and space requirements, and equipment layout.
  • Safeguards the operations and facility contents by minimizing potential risks that may have an impact on organizational performance.
  • Contributes operational information and recommendations to strategic plans, projects, and reviews.
  • Assists the Administrator with Supply Center operations by focusing on compliance with Federal, State, and local warehousing, material handling, and shipping requirements, as well as budget conformity.
  • Maintains a safe and healthful work environment by setting and enforcing standards and procedures, and by providing training, outreach, education, and assistance.
  • Assists the Administrator with the preparation of the annual budget.

Knowledge, Skills & Abilities (KSAs):

Knowledge in:

  • Leadership techniques, including process improvement, motivation, training, employee engagement, and implementation of metrics appropriate to highvolume support service organization.
  • Applicable Federal, State, and local codes and safety regulations.
  • Department organization, operations, policies, and procedures.

Skills in:

  • Planning and organizing to effectively manage inventory.
  • Problemsolving, negotiation, and decisionmaking to drive results.
  • Organizational, prioritization, and multitasking to take on additional responsibilities, as required.

Ability to:

  • Train, supervise, and evaluate personnel.
  • Work collaboratively and cooperatively with all levels of employees and customers.

Selective Preference(s):

  • A Bachelor's Degree in Business Administration or related field and five (5) years of experience in warehouse management, distribution, and inventory control, preferably in public warehousing with a strong emphasis on highvolume distribution.
  • Minimum of three (3) years supervisory experience. Added years of experience may substitute for degree.
