- Manages all aspects of maintenance, operations, and services in support of the missions, tasks, functions, and goals of ACPS.
- Plans, organizes, schedules, and coordinates all maintenance services, operations support activities, and activities with school Site Administrators and/or Program Directors.
- Provides for the regular inspection and evaluation of ACPS facilities, prepares long-and short-range plans, and helps prepare budgets for maintenance, deferred maintenance, repair, and site improvement projects.
- Recommends priorities for maintenance and facility improvement-related projects. Recommends actions to be taken to maintain projects on schedule and within budget.
- Develops work methods, analyzes procedures, and refines schedules.
- Works with architects, technical consultants, contractors, and appropriate local and state agencies to help develop projects, work plans, and cost estimates. Reviews and approves shop drawings.
- Prepares and supervises plans, cost estimates, specifications, bid forms, and contracts for labor, material, and services, including all activities related to public bids.
- Maintains project records, incorporates applicable information into site titles, records cost data, and provides related reports as required to facilities, construction, and/or the State School Building Program.
- Coordinates all phases of planning, engineering, construction, inspection, and completion phases of new construction, modernization, repair, and/or facilities improvement projects throughout the school district.
- Assists with the preparation and administration of public works and field service contracts for the maintenance and repair of ACPS facilities. Resolves field problems through the interpretation of contract documents or contract amendments.
- Ensures compliance with applicable federal, state, and local mandates governing environmental protection hazards related to facilities, building occupants, transportation, public safety, and access compliance.
- Assists with preparation of budget proposals, applications for state building funds, deferred maintenance funds, or other specialized funding related to facilities, operational support activities, and transportation.
- Prepares periodic financial, operational, and statistical reports as required or directed.
- Monitors departmental budget expenditures and ensures prudent fiscal management in application of assigned funds. Approves invoices for payment.
- Manages the use of facilities for non-school use and the contracts, leasing, and fees associated with them, including communicating with local Park and Recreation departments, county office personnel, and various civic groups regarding the use of facilities and fees.
- Assists with oversight of surplus property and sales.
- Manages the assignment and distribution of personnel, provides ongoing reviews of organization structure, staffing, and departmental policies and procedures.
- Supports and participates in the selection of staff, evaluates assigned personnel, and oversees the performance evaluation process of subordinate personnel within the department.
- Provides opportunities for employee growth and development through in-service and outside training.
- Responds to emergencies and assists with the emergency management program.
- Chairs the Safety and Threat Assessment Committee and works with principals to complete the Department of Criminal Justice Services (DCJS) annual safety audit.
- Performs other duties as assigned.
- Master's degree from an accredited college or university in engineering, facilities management, or a related field
- Ten (10) years of progressive work experience as a facilities manager or engineer for a large physical plant, as well as transportation systems.
- State license as a professional engineer preferred.
- Demonstrated knowledge of state and federal building codes and state educational construction standards.
- Knowledge of Water Control Board, EPA, OSHA, ADA, VDH-ODW, DOT, and Department of Labor/Commerce regulations relative to plant operations and maintenance.
- Knowledge of the budget process and fiscal management, including budget preparation, budget monitoring, and contract procurement.
- Must possess excellent decision-making skills with regard to differentiating between needs and wants for various plant and transportation projects.
- Must possess excellent organizational, communication, and supervisory skills.
- Knowledge of construction processes, building trades, and maintenance of structural and mechanical building systems.
- Knowledge of the techniques of decorative landscape and athletic field maintenance.
- Knowledge of custodial maintenance practices and procedures.
- Knowledge of building security systems, anti-intrusion, and theft prevention methods.
- Knowledge of energy management and utilities conservation measures.
- Skilled in the methods, procedures, and terminology of data management.
- Skilled in the use of current technology and software applications.
- Knowledge of office methods and practices.
- Knowledge and understanding of labor agreements, FLSA (Fair Labor Standards Act), and personnel management.
- Ability to communicate effectively both orally and in writing with tact, discretion, and courtesy in dealing with superiors, subordinates, and the general public.
- Ability to provide in-service training to employees or other groups.
- Ability to establish and maintain effective relationships with staff, parents, contractors, and the public.
- Ability to manage multiple efforts simultaneously.
- Ability to estimate time, materials, and costs needed on a wide variety of projects.
- Ability to determine priorities and schedule work effectively and efficiently.
- Skilled in analyzing complex issues, formulating reports, organizing and presenting summaries, conclusions, and solution options.
- Ability to manage and supervise a large and diverse workforce, effectively implementing recognition, evaluation systems, and discipline to maintain employee confidence and morale.

Job Summary
The position is responsible for planning, organizing, directing, coordinating, managing, and supervising facilities maintenance, custodial, groundskeeping, safety and security services, and logistics planning services to support ACPS goals and School Board directives.
Essential Duties
Must have the ability to sit and stand for extended periods of time; exhibit manual dexterity to dial a telephone and enter data into a computer; see and read a computer screen and printed material with or without vision aids; hear and understand speech at normal levels, outdoors, and on the telephone; speak in audible tones so that others may understand clearly in person, outdoors, and on the phone; physical agility to lift up to 25 pounds; and to bend, stoop, sit on the floor, climb stairs, walk, and reach overhead.
