SPECIFIC JOB DESCRIPTION:


  • Conduct research, assessment, analysis in the development of policy and guidelines relating to PNT, Global Positioning System (GPS), and Navigation Warfare (NAVWAR) systems
  • Assist the DoD CIO in research, development, review and coordination of International Agreements or MoAs with foreign military and civil agencies
  • Assist in developing, publishing, and maintaining GPS performance standards as new technology emerges and/or policy changes emerge in both the national and international arena
  • Maintain working relationships with key stakeholders and be focal point for coordination among all external partners
  • Gather critical information from meetings with various stakeholders and produce useful, timely reports
  • Manage competing resources and priorities
  • Monitor deliverables and ensure timely completion of projects
  • Communicate clearly and succinctly in the preparation of background papers, research and engineering assessments, and policy issues

EDUCATION:


  • Master's degree in technical field

SKILLS AND EXPERIENCE:


  • Top Secret/SCI clearance required at date of hire
  • A minimum of 10 years of experience in policy analysis, interagency coordination and/or international coordination at the strategic/policy development level
  • Knowledge of/understanding of DoD Positioning, Navigation, and Timing Enterprise
  • Knowledge of/understanding of Global Positioning System
  • Knowledge of/understanding of Navigation Warfare
  • Exceptional analytical and conceptual thinking skills
  • Ability to work in a collaborative environment
  • Excellent interpersonal and communication skills
  • Strong understanding of various technologies
  • Excellent documentation skills
  • Fundamental analytical and conceptual thinking skills
  • Experience creating detailed reports and giving presentations
  • A track record of following through on commitments
  • Excellent planning, organizational, and time management skills
  • A history of supporting successful projects
