    Job Announcement:

Under supervision of the Human Resources Assistant Manager, the incumbent independently performs professional Human Resources Generalist I (HRG I) work while providing operational support to assigned service areas with respect to HR issues in key human resources functional areas; Family Medical Leave Act (FMLA)/Americans with Disabilities Act (ADA)/Workers Compensation (WC)/Injury Leave (IL)/Ergonomic Assessments policies, procedures, and regulations, and acts as a liaison with county Department of Human Resources (DHR).

Participates in department and county workgroups as needed.

Independently provides support to NCS-HR, Leadership and supervisors on matters related to worker's compensation, ADA, and use of Injury Leave.

Collects data, prepares reports and conducts analysis. Prepares job aids for managers and staff to support performance of critical payroll and HR-related tasks.

Will serve as a primary point of contact to provide assistance to employees in matters related to workplace injury, ADA requests, Status of Ergonomic assessment and use of FML.

Supports Assistant HR Manager with employee relations tasks. Works on special projects, as assigned.

  • Administers human resources programs for Department, i.e, tuition assistance, pay for performance, FMLA;
  • Assists with employee relations issues;
  • Assists with workforce planning initiatives for department;
  • Researches and provides analysis of HR issues and initiatives;
  • Assists with recruitment processes for department

Required Knowledge Skills and Abilities:

  • Basic knowledge of principles of HR administration and management principles and practices;
  • Basic knowledge of federal, state, and county laws, regulations and ordinances pertaining to human resources;
  • Ability to use computer hardware and software;
  • Ability to gather and analyze data;
  • Ability to establish and maintain effective relationships with applicants, employees, and County officials;
  • Ability to speak and write effectively

Employment Standards:


MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:

  • Graduation from an accredited fouryear college or university with a bachelor's degree in human resource management, public administration, or a related field.

BRIDGE CLASS EMPLOYMENT STANDARDS:


  • Four years of increasingly complex technical administrative experience in the assigned
- functional area, comparable to experience at the Administrative Assistant IV, or higher, level. This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing four years of increasingly complex technical administrative experience in the assigned functional area, comparable to experience at the Administrative Assistant IV, or higher, level.

The purpose of this bridge class is to promote upward mobility within the Fairfax County
- workforce. However, persons qualifying for this class on the basis of their technical experience may not substitute this technical experience for education, or for professional experience, in order to qualify for other employment opportunities.


NECESSARY SPECIAL REQUIREMENTS:


  • The appointee to this position will be required to complete a criminal background check and a Child Protective Services Registry check to the satisfaction of the employer.

For special assignments/deadlines, alternate/flex schedule or comp time may be required.


PREFERRED QUALIFICATIONS:


  • Experience with the Family Medical Leave Act (FMLA), Workers Compensation, American with Disabilities Act (ADA) and Leave Administration Program.
  • Ability to Interpret and administers leave programs and policies in accordance with the applicable federal and state employment laws (FMLA, ADA and Paid Family Leave).
  • Experience with tracking and maintenance of all worker's compensation claims documentation.
  • Conducts qualitative and quantitative research on best practices, and emerging tools and met
