FUNCTION:


Reporting to the HCVP Manager, the Housing Quality Standards Inspector is responsible for conducting inspections for federally assisted housing units for the Housing Choice Voucher Program to ensure they remain compliant with HUD regulations.

The Housing Quality Standards Inspector is expected to be an active participant in the agency's mission, vision, and values.

He/she shall work to ensure consistent, quality services to the agency's constituents, demonstrate enthusiasm, initiative, and flexibility in assignments and maintain positive working relationships and communication with all agency personnel, will be inclusive, communicative and will establish himself/herself as a primary resource to those he/she supervises.


MAJOR DUTIES:


  • Maintain full understanding of program requirements, procedures, goals, as well as HUD and internally established measurement systems, including satisfactory performance thresholds.
  • Performs annual and new unit inspections on HCVP units to ensure that physical conditions meet program, state and local requirements.
  • Enter all applicant and tenant information into the database.
  • Determines through inspections, if housing units are within HUD compliance and reports all findings to the NWICA HCVP Manager; sends notices to landlords and tenants.
  • Analyzes inspection priorities and contacts owners and clients to schedule appointments.
  • Advises owners and complex managers on how to correct deficiencies in order to meet housing quality standards.
  • Respond to and resolve HCVP family and landlord complaints and inquiries regarding property conditions; serves as a mediator; provide information and recommend resolutions.
  • Prepares reports on findings.
  • Performs all work duties and activities in accordance with IHCDA and NWICA policies and procedures.
  • Cooperates and coordinates with other NWICA staff to increase and enhance internal and external communication to meet agency goals and objectives.
  • Participate in regular staff meetings, staff training programs (to maintain required certifications), supervisory session (if applicable), and accept responsibility for aiding the development of positive team relationships as requested.
  • Other duties as assigned by the HCVP Manager.

MINIMUM QUALIFICATIONS:


  • A High School Diploma or equivalency
  • At least 2 years of housing experience
  • HUD Housing Specialist Certification and HUD Housing Quality Standards certification required within 90 days of hire.
  • Excellent analytical skills.
  • Effective communication skills with staff, clients, service providers and general public.
  • Understanding of lowincome client populations
