Job Summary:


_This position is advertised from the minimum to the mid-point hourly rate. Salary will be determined based on education and experience at the time of offer._

NATURE OF WORK

  • Under limited supervision performs work of moderate difficulty specialize on planning the disaster response and crisis management activities, emergency plans and procedures for natural wartime or technological disasters or hostage situations. This position has county wide responsibility.

Example of Work:

- (Illustrative Only)_ Develops, coordinates and implements the County's plans to include: emergency operations plans, continuity of operations plans, local emergency planning council plan, and others as assigned; assists in coordinating services to the public during periods of emergency or natural disaster; coordinates the exercise plans and provides training programs to support emergency preparedness; provides guidance and technical advice to cities, towns and county departments, in disaster preparedness and relief; assists in planning shelter for the community in the situation of a disaster, warning systems, communications, logistics and antiterrorism to include nuclear, biological and chemical defenses etc; assists with the coordination of the disaster response or crisis management activities (ordering evacuations, opening public shelters, implementing special needs programs); coordinates the volunteer activities involved with disaster preparedness planning, and training; assists with programs and prepare management reports, summary reports and other informational reports; conducts surveys to determine the types of emergency related needs to be addressed in emergency planning; assists with the coordination and conducts emergency exercises and drills, evaluate and coordinate disaster communication systems; may require travel to assist or conduct trainings; responds to county and public inquiries and perform community relations activities; works closely with officials of local and area governments, schools, hospitals, and other institutions to determine needs and capabilities in the event of a natural disaster or other emergency; ensures department's activities are in compliance with all laws, policies, regulations, and the County's strategic directions; assists with testing and evaluating emergency management plans in accordance with state and federal regulations; responsible for the management of an effective warning system network, including devices and communications equipment; researches and compiles information from multiple sources associated with emergency preparedness plans; prepares and maintains records and reports; assists in recalls and serves on the Emergency Operations Center (EOC) during a disaster; keeps informed of activities/changes that affect the likelihood of an emergency, as well as those that may impact response efforts; serve as a liaison and representative on emergency management issues with federal, state, county, and local jurisdictions; regular and reliable attendance is required; performs other duties as assigned.


Experience and Education:

Associate's Degree in public administration, business management, or related field, AND one (1) year of experience in U.S.

emergency management, civil defense, law enforcement, and/or other first response functions required; OR an equivalent combination of education and experience; requires successful completion of a background check; must possess and maintain an Arizona valid driver's license.


Hourly rate for this position has been revised effective 3/4/24.

Knowledge, Skills and Abilities:


  • Knowledge of: County policies and procedures; emergency program development, administration and management; federal, state and local laws pertaining to emergency preparedness and practices; geographical features of Yuma County; basic public relations skills; hazmat procedures and emergency equipment
  • Skill in:

Coordinating emergency management programs and efforts with a wide variety of other agencies, including governmental, industrial, business, private and volunteer organizations; instructing in emergency management services and procedures topics; communicating effectively, both orally and in writing; multitasking, and working well under pressure; developing emergency management training and exercises.-
Work Environment: The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity.

Generally the job requires 60% sitting, 20% walking and 20% standing. Working at a computer monitor for extended periods required.

The job is maybe performed under varying extreme weather conditions and exposed to exhaust and chemical fumes, oil and hazardous materials.
