    This position is located at the Bureau of the Fiscal Service, Deputy Assistant Commissioner Debt Collection Services; Treasury Offset Program Division, Debt Analysis & Program Implementation Branch. The Division is responsible for all aspects of the Treasury Offset Program (TOP).

    Duties

    As a Management and Program Analyst, you will:
    • Facilitate the exchange of debt management information through publications and interaction with Federal agency and state governmental representatives.
    • Perform analysis of information gathered from a limited scope of direct and indirect sources concerning the effectiveness of ongoing TOP programs; identify opportunities for performance and debt collection improvements; and identify the nature and extent of revisions required to improve effectiveness.
    • Propose and implement internal process changes to increase efficiencies, recommend and assist with system change implementation based upon identified customer needs, and resolve and mitigate business process management problems that arise.
    • Review, evaluate and recommend improvements to existing TOP program policies, submit recommended updates for approval based upon review and evaluation of debt management laws, regulations and existing policies.

    • A one-year probationary period may be required.
    • Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years.
    • Public Trust - Background Investigation will be required.
    • Obtain and use a Government-issued charge card for business-related travel.
    • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.     Qualifications

    You must meet the following requirements within 30 days of the closing date of this announcement.

    The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year and indicate number of hours worked per week on your rsum.

    Specialized experience: For this GS-12 position, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes all of the following:

    Performing data analysis to respond to inquiries from internal or external sources; AND

    Pulling reports to provide information to management and peers for organizational planning; AND

    -
    Providing operational support to assignments on matters pertaining to the expansion and improvement of the Treasury Offset Program (TOP); AND

    Providing end user customer support and problem resolution for application users; AND

    -
    Providing customer support services for internal and external stakeholders, supporting organizational needs and delivering consistent customer service.

    In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

    - For the GS-12, you must have been at the GS-11 level for 52 weeks.
