JOB PURPOSE:

Under general supervision, the Payment Specialist will be responsible for reviewing, analyzing and processing child care provider payments on behalf of parents participating in California subsidized child care programs.

All duties and responsibilities are performed in accordance to pertinent contractual obligations and department standards.


CORE RESPONSIBILITIES:


  • Conduct the business of Drew CDC in accordance contractual and regulatory requirements with Drew CDC's Employee Handbook, Title 5 Funding Terms and Conditions,

Education Code:
Section 8350, DPSS Funding Terms & Conditions and agency Operational Procedures Manuals.

  • Analyze, review, and process child care provider payments and making sure they are processed timely and accurately in accordance with compliance standards.
  • Perform a complete review of the submitted attendance record/provider payment request form prior to processing payment. Includes notification to case management when inconsistencies are discovered.
  • Provide high quality customer service for all parents, providers, internal and external support. Troubleshoot and provide technical assistance to clients as needed to resolve inquiries or concerns. Minimize complaints, internal and external, from clients and staff for effective operations of Alternative Payment Services.
  • Ensure that discrepancies including overpayment or underpayments are timely resolved.

MINIMUM REQUIREMENT:


EDUCATION:

A high school diploma or GED Equivalent required. An Associate's degree from an accredited university or equivalent (Bachelor's Degree Preferred). Experience in billing/claims/account payables/customer services or verifiable work experience may be substituted for Bachelor's Degree. Detail-oriented, self-motivated, strong time management skills and possess excellent customer service skills. Must have excellent oral and written communication skills.

Must have strong computer skills, complete knowledge of Microsoft Office and ability to adapt become proficient with case management/financial software.

Ability to quickly learn County/State/Federal regulations for Alternative Payment & Child Care Subsidy Programs.

PHYSICAL REQUIREMENTS:


The physical activity of this position:

  • Stooping: Bending body downward and forward by bending spine at the waist. This factor is important if it occurs to a considerable degree and requires full use of the lower extremities and back muscles.
