    We are hiring two Senior Human Resources Business Partner's (Human Resource Analyst 3) to join our Employee and Labor Relations team. In this position, you will provide outstanding customer service in a variety of human resource services to the agency managers, staff and public with a focus on labor and employment matters, coaching and consultation, performance management, investigations, and complaint resolution. You will perform professional level technical, and analytical work in support of the State of Oregon Human Resources management.     What you need to qualify

    A Bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority; and three years of Human Resource professional-level experience related to the position.

    Valid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute and four years Human Resource professional-level experience related to the position.

    OR

    Six years Human Resource experience related to the position. Four of the six years must have been at the professional-level.

    • A master's degree in any of the above listed courses of study may substitute for one year of professional-level experience.
    • The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience.
    • Valid Certification as a SHRM Certified Professional awarded by a nationally recognized organization, substitutes for one year of human resource professional-level experience.

    • Experience providing HR consultation and technical assistance including interpreting collective bargaining agreements, policies, and procedures.
    • Experience conducting workplace investigations regarding employment matters, discrimination and harassment complaints.
    • Experience gathering information and analyzing facts, developing solutions to workforce issues, and communicating complex concepts using professional verbal and technical writing skills.
    • Experience coaching and consulting involving human resource topics such as discipline, employee development, and resolving conflicts.
    • Experience and commitment to Diversity, Equity, and Inclusion and to participate in professional and personal development opportunities to engage in on going education of cultural awareness.

    Your duties at a glance

    The Office of Human Resources (OHR) serves as a strategic partner to the ODHS Director, its customers, providing proactive, comprehensive human resources services, in alignment with agency and program mission and goals. OHR works closely with internal customers on workforce strategies that support agency and program strategies, organizational advancement and a healthy workplace culture of ongoing development and feedback, to help ensure ODHS has the right people with the right skills, training, and support to do their work, now and in the future.

    As a Senior Human Resources Business Partner, you will:

    • Collaborate with union stewards, union representatives, managers and employees to explore issues and common interests to problem solve and negotiate resolution.
    • Serve as a strategic partner with labor and management to prevent or resolve disagreements over contract and other related issues.
    • Provide consultation and technical assistance to management in interpretation and application of collective bargaining agreements and other policies and procedures.
    • Participate with others in the HR team to create and maintain a healthy overall HR community.
    • Support sourcing strategies used with the division/programs in collaboration with the Workforce Recruitment Consultants.
    • Serve as an advisor to managers, offering consultation and coaching to deepen leadership skills and effectiveness as a leader.
    • Consult with employees and managers regarding development opportunities and issues or concerns in the workplace.
    • Consult on organizational and people issues, leadership effectiveness, performance feedback, professional development, talent management, team dynamics, culture and change management.
    • Coach employees regarding concerns and issues in the workplace.
    • Investigate charges or policy or program violations by employees and management.
    • Gather documentary evidence, interviewing witnesses, staffing with peers and Senior HR leadership for input, recommending levels of discipline, if any, writing comprehensive reports, writing clear and concise disciplinary documents.
    • Consult with managers/supervisors and staff to identify concepts for contract and workplace improvements and provides guidance in responding to grievances.
    • Analyze management and compensation concepts for possible inclusion in the state's management proposals to bargaining units.
    • Research and analyze changes in Oregon Revised Statutes, HRSD Rules, laws and policies, CBA, and/or past practices and policies to revise agency policy and practices, notify management of such revisions.
    • Assist managers to achieve reasonable accommodation in accordance with ADA provisions.
    • Collaborative with the Oregon Department of Risk Management Division or the Department of Justice, for coordinate of records requests and/or to testify at arbitration, Employee Relations Board (ERB) hearings or, in court.

    Working conditions

    • This position will be eligible for remote or hybrid work. Infrequent travel may be required to attend in-person quarterly meetings or trainings.
    • Position requires a professional work week, where the hours of work may fluctuate on a daily and weekly basis. Flexible schedules are available.
    • Extensive use of the computer and work phone. Meetings and communications can come in a variety of software programs such as Zoom, Teams, and other software systems.
    • Is subject to fluctuating workloads and priorities in dealing with highly complex, sensitive, and legal activities such as hearings, matters of tort and or lawsuit.
    • You may interact with a wide range of people including some who have experienced trauma and may exhibit challenges in controlling their emotions.
