Work Hours: 7:30 – 4:30

Under the general supervision of the Grants Administrator in the Preparedness Grants Branch, provides technical guidance & grants management, implementation & administration assistance (, applications, budgets, work plans, etc.) to local governments, state agencies, regional teams & private non-profit agencies for preparedness grant programs (, Homeland Security Grant Program, Emergency Management Performance Grant program, communications grant programs, hazardous materials grant program, & other federal & state programs); Coordinates state agency application & participation in preparedness grant programs.
Interfaces with local & state government & non-profit organizations to assure appropriate applications of federal, state, & local grant regulations (, Code of Federal Regulations, Ohio Revised Code); Implements grant monitoring systems to ensure compliance with federal & state laws, regulations, policies & procedures; Completes desk & field monitoring visits of grant projects to review & evaluate local fiscal & programmatic records, confirm program compliance & progress, identify & resolve discrepancies, & issue reports on findings; Coordinates & approves local & state government & non-profit organizations federal reporting requirements to include entry & submission of the state's required federal reports (, Categorical Assistance Progress Report).
Creates grant commitments for local & state government & non-profit organizations in State accounting system; Reviews & certifies local & state government & non-profit organizations expenditures, & submits necessary documentation (, Invoices, Time/Attendance reports) to Fiscal Department for payment of eligible costs; Reconciles sub-grantee accounts with Fiscal Department personnel & state accounting system; Identifies & resolves differences between sub-grantee, Grants Branch, & state fiscal records; Maintains local & state government & non-profit organizations grant budget & expenditure details in Agency grants management system; Maintains detailed records of local & state government & non-profit organizations grant records to include all monitoring visits & responses from sub-grantees; Facilitates responses to &/or for federal, state, &/or local auditor questions.
Develops & recommends improvements to the branch's Grants Administrative Plan; Assists in development of grant guidance for eligible grant applicants that outlines federal & state program requirements & restrictions; Develops & conducts training for local & state government & non-profit organizations on adherence to state & federal grant regulations, achieving grant program priorities, grant planning & proper grant administration.
Travels to, participates in, & represents the Agency at local, state, & federal conferences or workshops pertaining to homeland security & emergency management grant programs &/or management; Presents State policy to local governments for homeland security & emergency management; Develops presentations for Agency use at local, state, & federal grant management conferences or workshops; Travels to & participates in homeland security exercises at state & local level. Supports activities in the State Emergency Operations Center when directed; Performs other duties as assigned.

UNUSUAL WORKING CONDITIONS
Requires travel; must provide own transportation; exposed to disaster sites, must be available for weekend & after normal hour duty, work will require absence from home for extended period of time during disaster & emergency, must be able to respond to disasters, 24 hours a day, 7 days a week except on approved vacation times; Exposed to dirt & debris; exposed to impacted areas (, flood, hazardous material spills, blizzard, riot, tornado devastation) which may also be bio-hazard areas (, tetanus, hepatitis).
