Agency Description


The Director of Safety and Security is responsible for the overall physical safety and security of assigned facilities include the administration, direction, training, policy, planning, budget, personnel, and vision of the safety and security program for the Office of the City Commissioners and the Board of Elections.

The Director of Safety and Security is responsible for coordination and collaboration with the Office of Emergency Management (OEM), Department of Homeland Security (DHS), Philadelphia Police Department, Delaware Valley Intelligence Center and other Local, State and Federal Law Enforcement, and other responding and controlling agencies.

The primary objective of the position of the Director of Safety and Security is to maintain a safe and secure environment, protecting the employees, visitors, assets, and operations of facilities.


Job Description Responsibilities**Specific responsibilities shall include, but are not limited to, the following:
  • Ensure safety & security for all OCC operations, staff, and facilities.
  • Direct strategic security and safety planning initiatives, ensuring effective organization and implementation.
  • Work with private security firms to ensure 24/7 security of all OCC assets, property, and personnel.
  • Continuously audit safety & security plans for effectiveness, making necessary corrective and ensuring plans adhere to guidelines and industry standards.
  • Guide the continuous improvement process and report progress to the City representative monthly or as required.
  • Develop and implement an afteraction review process and ensure all recommendations / corrective actions are remediated.
  • Develop written protocols and implement policies that meet operations needs, administrative, and

  • Provide guidance and direction on physical security enhancements to OCC facilities.
  • Liaise with Private, City, State, and Federal public safety entities.
  • Analyze daily activity and incident reports to recognize trends and implement protective actions that counter or anticipate security issues.
  • Respond to emergency incidents involving OCC facilities, staff, and operations.
  • Plan, coordinate, and execute preparedness training to include, but not limited to, Tabletop Exercises (TTX), Functional Exercises (FE) or Command Post Exercises (CPX), Full-Scale Exercises (FSEs), Unannounced Exercises or No-Notice Exercises (NNX).
  • Coordinate public safety meetings with interagency partners to ensure adequate preparedness before, during, and after election cycles.
  • Develop contingency/continuity plans for all OCC facilities, staff, and operations.
  • Ensure all facilities are compliant with OSHA standards for workplace safety & security.
  • Collaborate with Information Technology staff to ensure OCC adheres to cybersecurity industry standards and best practices.

Essential Functions

  • Must be familiar with current physical security trends and techniques including Access Control Systems, Intrusion Detection Systems, and Video Surveillance Systems.
  • Must have excellent communication, organizational, analytical, investigative, and auditing skills.
  • Ability to testify in a variety of hearings and court actions.
  • Must possess a valid driver's license with no restrictions other than corrective lenses.
  • Must be able to effectively communicate via twoway radio.
  • The position requires oncall status at various times and night and weekend work.
  • Skilled in analyzing situations accurately and adopting an effective course of action.
  • Ability, through training and experience, to anticipate, recognize, and reduce a security or crime risk and to take or initiate action to remove or reduce the risk or breach of security.
  • Skilled in working with a diverse group of individuals and handling situations with diplomacy and discretion
