    Description
    We are seeking a Director of Security-DC, reporting to the Assistant Vice President of Public Safety. The Director of Security-DC provides management, leadership, guidance, and supervisory oversight of the administrative and field operations sections of the department at the Washington, DC, Campus of Johns Hopkins University, which includes operations in Nanjing, China, and Bologna, Italy.

    The Director will ensure that the administrative and field operations functions of the department are accomplished. The Director will provide effective and strong leadership through supervision and guidance. Through delegated authority, the director will make administrative decisions required for Campus Security-DC to accomplish its mission. The Director will also plan, develop, and implement administrative programs to achieve the department's goals and objectives, and effectively oversee the allocation and direction of resources.


    Specific Duties and Responsibilities

    • Write, edit and publish (upon approval of the Assistant Vice President) and disseminate policies and procedures governing the operation of Campus Security-DC and ensure adherence.
    • Receive and address security administrative and operations related issues.
    • Coordinate and manage departmental administrative functions, including tracking all personal payroll and departmental overtime, police commissions, crime data entry, departmental manuals, purchase of uniforms and other department purchases.
    • Ensure compliance with all the security departments reporting requirements. Manage personnel polices and decisions including training and evaluation in a manner that develops and retains a professional and diverse workforce.
    • Oversee and maintain Security-DC's Emergency Response Plan.
    • Oversee Campus Security-DC's federal regulatory compliance with the Clery Act, and Title IX in support of the Clery Compliance Administrator and the Title IX Coordinator.
    • Oversee the Training and Education Section of the department.
    • Provide supervision for the Security Manager and management and the relationship with the on-site security vendor.
    • Oversee the active management of the day-to-day operations of Field Operations in the implementation of an effective security strategy to control crime issues that can impact the university community.
    • Oversee the supervision of security planning and manpower deployment for university events to include high-profile government officials, Dean Events, Commencement/Graduation activities, and other special events.
    • Confer with representatives of management to provide assistance in formulation of policies, to determine need for security programs, and to coordinate security programs with other activities.
    • Keep security personnel up-to-date on current and new policies and procedures and ensure compliance.
    • Oversee the interviewing, hiring and the orientation process of new employees.
    • Supervise the administration and training of all on-site security personnel at the DC campus, to include contractual security.
    • Correspond regularly and interact with the on-site security personnel at the DC campus, to include contractual security.
    • Correspond regularly and interact with the on-site contractual security vendor.
    • In consultation with the Assistant Vice President, establish operating guidelines and coordinate staff activities in matters such as organizational changes, performance standards, and work review and reporting requirements.
    • Maintain liaison with related agencies to assure information to assure information exchange and mutual assistance.
    • Establish and implement, through subordinates, operational procedures for security activities.
    • Serve as facilitator and trainer for professional staff development in line with areas of skill and expertise.
    • Define qualify standards and internal instructions/procedures for the workforce.
    • Develop and supervisor training programs for orientation of new employees and continued development of existing employees at the DC campus.
    • Administer and perform personnel and management procedures within the department in accord with policies established by higher levels of management.
    • Ensure that any infractions of rules/regulations by assigned personnel are investigated and that appropriate action is taken.
    • Determine the need for supplies for the department and ensure that correct amounts/quantities are ordered.
    • Other duties assigned by the Assistant Vice President of Public Safety. Will be required to utilize various types of electronic and/or information systems used by the department.

    • Ability to give instructions to assigned personnel and supervise their work performance for efficiency, order, and general organization security.
    • Ability to maintain harmonious relationships with administrators, contract security personnel, other organizational personnel and police.
    • Ability to develop, implement and administer policy directives relevant to security programs.
    • Ability to provide advice and direction to members of the security force and to review their work performance.
    • Proven managerial ability with specific training in supervisory/management skills and responsibility.
    • Excellent administrative skills, organizational skills and written communication skills.

    Must Pass a University Criminal Background Investigation

    Minimum Qualifications
    • Bachelor's Degree in criminal justice or related field.
    • Eight (8) years of related security/law enforcement experience required.
    • Must have two (2) years of supervisory experience.
    • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.


    Preferred Qualifications
    • Master's Degree in criminal justice or related field.

    JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.
