    SUMMARY DESCRIPTION:

    Under general direction, participates, leads, supervises, and oversees a full range of complex work for staff responsible for providing a variety of professional, technical and analytical human resources services which may include labor and employee relations, classification and compensation, workers' compensation, employee benefits, employee development, diversity programs, payroll and recruitment. Performs in-depth and analytical work and provides sound, professional recommendations for action and significant assistance in policy, procedure, work methods, and; coordinates assigned activities with other divisions, outside agencies, and the general public.

    Essential Functions

    DISTINGUISHING CHARACTERISTICS:

    This is the advanced journey-level class in the professional Human Resources Analyst series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, the complexity of duties assigned, and the level of independence expected. Employees perform the most difficult and responsible types of duties assigned to classes within this series. Employees at this level are required to be fully trained in all procedures related to assigned areas of responsibility.

    REPRESENTATIVE DUTIES:

    The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

    When assigned as a lead, plans and assigns the work of staff responsible for human resources services including labor and employee relations, workers' compensation, employee benefits, diversity programs, classification and compensation recruitment, performance and talent management, payroll administration and employee development.

    Serve as a consultant to other Departments and human resources staff by providing information and explanation of human resources policies, procedures, classification and compensation, employee benefits, payroll, workers' compensation, recruitment, and labor relations and employment issues.

    Provide research, analysis and support in collective bargaining, grievances, employee discipline, administration of employee contracts and agreements; prepare reports and contract proposals; and make recommendations.

    Respond appropriately to sensitive and controversial situations, inquiries and requests, both internal and external. Conduct investigations as required, recommend alternative course of action and advise employees, management, applicants and others.

    Support the implementation of department and/or City goals, objectives, policies and procedures; analyze and recommend strategies to improve effectiveness of operation by conducting a variety of organizational and operational studies; recommend modification to Human Resources programs, policies and procedures as appropriate;

    Manage, train and evaluate the work of assigned staff and develop processes designed to support a continuous learning environment.

    Perform the full range of duties involved in the identification, planning, development, and implementation of new and/or modified programs/projects that would promote and enhance the mission, goals, and objectives of the Human Resources Department and the City; develop action plans, involve stakeholders and maintain constant level of contact with appropriate staff.

    Perform specialized research to write reports which present and interpret data, identify alternatives, make and justify recommendations; and ability to present findings both orally and in writing.

    Administer the workers' compensation program; and assist the Director in managing the payroll division.

    Ensure that human resources programs, activities and services comply with relevant federal, state, and local laws, policies, and regulations.

    Participate in the budget development process and budget monitoring activities for assigned areas of responsibility; recommend, project and justify program resources, including staffing.

    Prepare and present staff reports to the City Council, Boards and Commissions, and other bodies as needed.

    Attend and participate in professional group meetings; stay current with trends and innovations in the fields of human resources, labor relations and public administration.

    Perform related duties as required.

    QUALIFICATIONS:

    Principles of and techniques of report and business letter writing.

    Principles, trends, methods, and techniques used in English usage, spelling, grammar, sentence structure and punctuation.

    Ability to:

    Oversee and participate in the development and administration of human resources programs goals, objectives and procedures.

    Perform the full range of complex and difficult professional analytical, programmatic and administrative duties involving the use of independent judgment and personal initiative.

    Collect, evaluate and interpret varied information and data.

    Research, analyze, and formulate recommendations, work plans, and activities regarding human resources programs and administrative issues.

    Represent the programs, operations, and functions of Human Resources to staff, management, employee organization representatives, elected officials and the general public.

    Participate in the preparation and administration of policies, procedures and labor contracts.

    Participate in collective bargaining and grievance handling.

    Analyze complex problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.

    Apply classification knowledge and assist in maintaining organization consistency.

    Develop recommendations for problematic areas and implement and monitor changes.

    Prepare clear, accurate and concise tables, schedules, summaries and other materials in statistical and narrative form.

    Establish and maintain various data collection, record keeping, tracking, filing, and reporting systems.

    Research, negotiate, manage, and monitor contracts and agreements.

    Understand the organization and operation of the City, assigned program, and of outside agencies as necessary to assume assigned responsibilities.

    Understand, interpret, and apply administrative and departmental policies and procedures as well as pertinent federal, state, and local laws, codes, and regulations.

    Properly interpret, ensure compliance with, and make recommendations in accordance with laws, regulations and policies.

    Organize and prioritize timelines and project schedules in an effective and timely manner.

    Plan, schedule, review and evaluate the work and performance of subordinates in a manner conducive to proficient performance and high morale.

    Operate and use modern office equipment including a computer and various software packages.

    Work under steady pressure with frequent interruptions and a high degree of public contact by phone or in person.

    Exercise good judgment and confidentiality in maintaining critical and sensitive information, records, and reports.

    Work in a team based environment to achieve common goals.

    Coordinate multiple projects and complex tasks simultaneously and meet critical deadlines.

    Meet the physical requirements to safely and effectively perform the assigned duties.

    Communicate clearly and concisely, both orally and in writing.

    Establish and maintain effective working relationships with those contacted in the course of work.

    Minimum Qualifications

    EDUCATION AND EXPERIENCE GUIDELINES:

    Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

    Education/Training:

    A Bachelor's degree from an accredited college or university with major course work in human resource management, labor and industrial relations, public administration, business administration, or a directly related field to area of assignment. A Master's degree is highly desirable.

    Experience:

    A minimum of four years of increasingly responsible, professional level experience in human resources within a local government environment, with at least two years of full journey level experience in the functional area related to the specific job assignment (i.e. collective bargaining/labor relations, classification/compensation). Experience in one or more functional areas of human resources and an advanced degree in a directly related field are desirable.

    License or Certificate:

    Possession of an appropriate, valid driver's license.
