Description

Current New York State Department of Health employee with permanent or contingent-permanent status as a Medicaid Redesign Analyst 2, Grade 23.


OR:

New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer to Medicaid Redesign Analyst 2, Grade 23, under Section 70.1 or 70.4 of the Civil Service Law.

A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Preferred Qualifications:

  • Experience in Medicaid Managed Care
  • Knowledge of clinical quality improvement and/or performance measurement
  • Intermediate or advanced Microsoft Excel skills

Duties Description


The Medicaid Redesign Analysts (MRA) 2 will support development and implementation of a Medicaid Value-based Payment (VBP) initiative for maternal health under the supervision of the unit director.

The MRA 2 will conduct research, measurement, analysis, and financial/rate setting activities for an alternate payment arrangement to support improved access to and quality of Medicaid maternal health services.


Responsibilities may include:

  • Research and review of bundled payment/episodic payment arrangements for maternal population services
  • Documentation of evidencebased quality improvement strategies and associated quality metrics
  • Development of data measurement plan, to include developing measure specifications and data collections plans
  • Management of financial data sets
  • Preparation of documents and materials for presentations to leadership
  • Coordination of crossagency workgroups and meetings
