Overview:


The primary purpose of this position is to ensure that PPL EU is able and ready to safely operate the grid day to day as well effectively respond to emergency events.

This position oversees the development and implementation of operator training programs for Transmission and Distribution control centers, emergency response restoration strategies during events, and coordinates support during those emergencies.

This position establishes strategy, best practices, policies, and processes around PPL Electrics T&D Operations Centers as well as our company's Emergency Response Programs.


Responsibilities:


  • Direct oversight of individuals and/or groups responsible for developing PPL Electrics Emergency Response Plans, Operator training for new and existing employees, and reviewing operations performance metrics.
  • Oversees the development, preparation, and delivery of training courses for new and existing T&D Operations personnel. Ensure internal compliance with FERC, NERC, PJM and PPL requirements. Monitor training methods and requirements at peer utilities to ensure use of "best practices".
  • Ensure PPL training courses receive NERC accreditation, where applicable, to ensure operations receive mandatory Credit Equivalent Hours (CEH's) of annual training.
  • Oversee strategy of T&D Operations simulator scenarios, and ensure departments are executing to the strategy.
  • Support Distribution and Transmission Control Center during storms and other emergent events.
  • Develops and maintains all emergency management and business continuity plans to support EU's All Hazards response (Storm Response, Business Continuity, Pandemics and Threat management)
  • Identifies emergency management training needs, conducts vulnerability assessments, and develops and implements comprehensive emergency management training programs; organizes and implements conferences on emergency planning and preparedness.
  • Serves as a key member of EU's emergency response team during an emergency or disaster. Also serves as EU's emergency management representative for external organizations such as the Public Utility Commission, Regional Mutual Assistance Groups Organizations, County Emergency Response Agencies, etc.
  • Continually explores and benchmarks emergency response best practices throughout the industry and integrates those practices into the EU processes.
  • Researches state and federal laws, regulations, and guidelines regarding the implementation of Homeland Security programs and ensures compliance with such regulations.
  • Develops and implements Standard Operating Procedures and disseminates program information for Emergency Management and Preparedness functions.
  • Maintains and updates hazard mitigation and emergency response and recovery plans.
  • Represents PPL EU in areas of security threats, NERC requirements, business continuity, pandemic planning, mutual assistance, and emergency response.
  • Develops and maintains measures, performance indicators, scorecards and other means for measuring emergency response performance as a mechanism to facilitate continual improvement.
  • All positions in which driving is an essential function of the job, regardless if the job code is marked safety sensitive or not, will also be included as safety sensitive.
  • May be assigned an Electric Utilities emergency and storm role. This is a special assignment that comes into play during storms and other emergencies when the company needs to restore power or respond to other issues affecting customer service. This role may necessitate the need to work afterhours, outside of your normal schedule.

Qualifications:

  • Bachelor's Degree plus 3years work experience or 5years of work experience.
  • Minimum of 2years' experience with an active role in an emergency response organization, daily operations or incident command organization.
  • Strong verbal and written communication skills and strong change management planning and execution skills.
