    The Massachusetts Department of Public Health (DPH) is actively seeking a dynamic Revenue Supervisor within the Department of Public Health Accounting Office.

    As an essential member of the team, you will play a pivotal role in overseeing the daily workload for the Revenue Unit staff, ensuring the accuracy and compliance of revenue documents with governing laws, rules, and regulations.


    In this role, your responsibilities will extend to overseeing revenue collection activities for various DPH accounts, including Miscellaneous DPH, Vital Records, Board of Registration in Medicine, and the Department of Health Professional Licensure.

    Your keen attention to detail and proficiency in Microsoft Office applications will be crucial as you review revenue batch transmittals, supervise the execution of refund requests, and recommend improvements in revenue reporting systems.

    As a liaison with the Bank, Comptroller, and Treasurer, you will contribute to the efficiency of daily assignments, offering technical assistance to employees, vendors, state agencies, and the general public to ensure compliance with all state regulations.

    This role not only involves maintaining accurate accounting records but also provides an opportunity to contribute to special projects within the Accounting Office, making it an exciting and impactful position for candidates passionate about financial stewardship and compliance.

    Duties and Responsibilities (these duties are a general summary and are not all inclusive):


    • Supervise a team of 2 staff members, overseeing daily workloads for the Revenue Unit staff.
    • Review revenue documents for accuracy, completeness, and compliance with governing laws and regulations.
    • Oversee revenue collection activities and reconciliation for various DPH accounts on a daily, weekly, and monthly basis.
    • Review and ensure accuracy of revenue batch transmittal forms and timely preparation of deposits for daily pick-up.
    • Monitor and execute refund requests, correction documents, stop payments, and cancelled check requests.
    • Oversight of emergency payroll requests and state travel advances.
    • Act as a liaison with the Bank, Comptroller, and Treasurer for approval of requests.
    • Monitor the Document Catalog in MMARS, resolving errors with appropriate Bureau, Hospital, and State Lab staff.
    • Provide revenue training to DPH staff, including Hospitals, as needed.
    • Visit bureau and/or hospital locations annually (or as needed) to review and maintain internal controls in compliance with the Office of the State Comptroller and Treasurer.
    • Responsible for the closing/open cycles during the fiscal year ensuring compliance with CTR deadlines for revenues.
    • Make appropriate changes to address any issues or trends after review with management.
    • Provide monthly key reporting to management.

    Required Qualifications:

    • Excellent communication and presentation skills.
    • Able to use proper grammar, punctuation, and spelling.
    • Talent for preparing documents and reports accurately.
    • Ability to work independently and demonstrate strong organizational skills.

    Preferred Qualifications:

    • Understanding of best practices for relationship building and effective collaboration.
    • High level of self-motivation and accountability, bringing enthusiasm and energy to team and tasks.
    • Detail-oriented and highly organized, with strong ability to successfully multi-task.
    • Proficient usage of Microsoft Office products including Word, Excel, PowerPoint, Teams, and Outlook; Teams video conferencing a plus.

    MINIMUM ENTRANCE REQUIREMENTS:

    Applicants must have at least (A) five years of full-time, or equivalent part-time, professional experience in accounting or auditing, of with at least (B) three years must have been in a supervisory, administrative or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.


    Substitutions:
    I.

    An Associate's degree with a major in accounting, business administration or business management may be substituted for a maximum of one year of the required (A) experience.

    II.

    A Bachelor's degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience.

    III.

    A Graduate degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience and one year of the required (B) experience.


    • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

    NOTE:
    Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
