MAJOR FUNCTION

  • Responsible for management of the Member and Support Services work unit for the Indigent Health Care program in the Health and Human Services Division.
  • Responsible for planning, organizing, and coordinating eligibility assessments for the Polk HealthCare Plan, social case management and other assistance programs.
  • Develops, interprets, and implements policies and procedures.
  • Assures compliance with local, state, and federal laws and rules which govern various programs.
  • Manages outreach programming and volunteer services. Supervises direct reports. Reports to Operations Manager.

ILLUSTRATIVE DUTIES

  • Manages and communicates with Member and Social Services work unit activities related to eligibility determinations, quality assurance, outreach coordination, and volunteer services.
  • Manages coordination of eligibility functions for the Polk HealthCare Plan, out of county emergency care in accordance with the Health Care Responsibility Act (HCRA), Indigent Burials and Cremation authorizations, and food bank activities.
  • Manages Volunteer and RSVP programs. Collaborates with local service organizations regarding service coordination.
  • Provides guidance and advice to supervisors in resolving issues or administrative matters.
  • Motivates, trains, and evaluates the work of assigned staff.
  • Responsible for planning, developing, and implementing performance objectives for staff.
  • Monitors and submits monthly reporting on performance outcomes for work units.
  • Plans for operational capacity and makes recommendations regarding adjustments which may be needed for cost containment efforts.
  • Participates in quality assurance monitoring activities of eligibility files and makes recommendations to implement changes in program policy as necessary.
  • Oversees, receives, and resolves complaints from residents regarding service matters.
  • Reviews appeals of reconsideration requests, as well as supports and maintains important official records within the work unit.
  • Manages outreach initiatives, including outposted case managers and mobile outreach coordinators, as well as collaborative efforts with external partners to ensure innovative and effective community approaches to coordinate efforts to serve the vulnerable and underserved population.
  • Ensures implementation of community outreach plan and activities, including health and social services fairs and other free health services events.
  • Provides recommendations and feedback to UF/IFAS Extension Polk County regarding programming functions and data submitted on food and nutrition classes provided to target population.
  • Proposes standard operating procedures and monitors implementation of approved procedures.
  • Reviews and obtains proper interpretation of the laws, rules, and policies affecting eligibility functions and other assistance programs.
  • Works crossfunctionally with management team, as well as other internal and external stakeholders.
  • Provide support to leadership, including gathering data to assist in reporting, and drafting and making presentations.
  • Performs related duties as required.

KNOWLEDGE, ABILITIES AND SKILLS

  • Knowledge of principles and techniques of effective supervision and management.
  • Ability to manage and supervise staff and delegate responsibilities.
  • Knowledge of federal, state, and local legislation related to health care programs and eligibility.
  • Knowledge of HIPAA privacy and security practices and safeguards.
  • Knowledge of the Health Care Responsibility Act (HCRA) requirements and procedures.
  • Knowledge of implications of socioeconomic conditions as they affect health care providers and patients.
  • Knowledge of community health organizations, and public and private agency funding sources.
