    Scope of the Role

    TheCompliance Engineer (CE)works with and reports to the Manager of Enterprise Compliance to help ensure compliance with all mandatory and enforceable laws, regulations, rules, and standards associated with Federal and State regulatory bodies, including but not limited to FERC, NERC, SPP, ERCOT, PUCT, CFTC, EPA, and DOE, and other compliance rules as applicable to Golden Spread Electric Cooperative, Inc.

    (GSEC), GSEC affiliates and GSEC Member Cooperatives.

    While compliance responsibilities include organizational-wide compliance, the CE must have or be able to obtain high-level technical knowledge of power plants and power markets, as well as an understanding of how to comply with NERC and other technical requirements.


    This position has a major impact on GSEC's success and significantly contributes to a prime goal of the Cooperative: to provide low-cost reliable electric power and energy to its 16 Member cooperatives.

    The CE will be responsible for implementing and enforcing GSEC's NERC compliance Program, including being the Primary Compliance Contact for NERC.

    The CE is also responsible for auditing GSEC's compliance programs, performing compliance investigations, and identifying and assisting in the mitigating of compliance risks.

    Essential Job Functions
    Implement and enforce GSEC's NERC Compliance Program.

    Lead and advise GSEC responses to NERC Compliance Monitoring and Enforcement Program (CMEP) activities, including self-reporting, audits, and requests for information.

    Interface with governing agencies and assist in issues of investigation or audit that are highly technical.

    Plan and conduct spot checks and internal audits of compliance activities and controls to mitigate compliance risk and prepare for external audits.

    Investigate and assess instances of identified, alleged, or potential non-compliance and assist in drafting and submitting self-reports.
    Develop and recommend mitigation plans for areas of non-compliance with any applicable laws, regulations, rules, reliability standards, etc.
    Develop, maintain, and continuously improve Compliance department-owned programs, controls, and document management systems, including the GSEC NERC Compliance Program
    Ensure documentation and evidence, especially technical aspects, used to support compliance are sufficient in meeting applicable rules and regulations.

    Maintain the proper storage and organization of documentation and evidence required to demonstrate compliance and ensure that the retention of all documentation meets regulatory requirements.

    Conduct GSEC's Enterprise Compliance Risk Assessment to identify and evaluate compliance risks associated with third parties, applicable compliance requirements, and controls in place.

    Inform GSEC business units of any identified compliance risks and recommend appropriate mitigating measures or controls.

    Assist GSEC business units in the creation and development of procedures and controls that enhance compliance, mitigate compliance risk, and align with business function efficiency.

    Ensure implementation of compliance programs and controls throughout the organization.
    Support the creation and administration of technical employee compliance training, including all NERC-related training.
    Monitor, analyze, and advocate, as needed, in NERC rule revisions and development.
    Provide and coordinate answers to employee questions about compliance-related matters, especially NERC-related.

    Advise in contract negotiations to ensure proper controls are in place, assigned, and implemented to maintain regulatory and contract compliance.

    Assist GSEC's Regulatory function and Subject Matter Experts in interpreting and assessing compliance impacts of new and changes to applicable laws and regulations or changes to business functions and processes.

    Advise and assist, as requested, GSEC's Member Cooperatives in their NERC Compliance Program, NERC-related questions, NERC registration, and assessing their compliance risk.

    Foster an environment that supports a culture of compliance and reliability excellence.
    Other duties and responsibilities as assigned.
    Complexity of Problems

    The CE is relied on for quick, effective, and accurate analysis of regulations, standards, protocols, rules, and procedures with the ability to recommend and develop internal controls, processes, and procedures that effectively mitigate compliance risk.

    This position must have project management skills to work on multiple projects, discern and establish project priorities, and work effectively under pressure.

    The CE must effectively communicate highly technical aspects of procedures, regulations, standards, protocols, and rules with internal staff, external stakeholders, including Member Cooperatives, and outside consultants.

    The CE will operate in a fast-paced and evolving environment as industry rules and GSEC's compliance needs evolve. While meeting deadlines, the CE will also hold others accountable for meeting both internal and external deadlines. This position will provide compliance advice/support and problem-solving to managers and staff in various matters as needed.

    Education, Knowledge, and Experience Required
    Bachelor's degree in an engineering field (preferably electrical or mechanical). A Master's degree is desirable or equivalent work experience.

    Three to five years in the electric utility industry, specifically in fields of transmission operations, planning, engineering, or plant operations.

    NERC experience, specifically in preparing compliance documentation for NERC Reliability Standards and the Reliability Standard Audit Worksheets (RSAWs), is highly preferred.

    Technical expertise on how electricity is generated and transported, as well as how ISO/RTO's function, is highly preferred.

    Essential skills include:
    Highly developed interpersonal skills that foster teamwork and synergy in a changing environment.
    Demonstrated technical writing and engineering research ability, including preparing complex documents.
    Organizational, project management, and analytical skills.
    High integrity, with the ability to maintain confidentiality and use good judgment related to sensitive matters.

    Proficiency with common software products, including but not limited to Microsoft Word, Excel, Project Visio, Outlook, SharePoint, and PowerPoint, and Adobe Acrobat.
