General Statement of the Job & Essential Functions:
Under limited supervision, this position supervises and directs the delivery of skilled emergency and non-emergency medical services.

Incumbents may be assigned to specialty positions including administration, EMS field operations, EMS community outreach/prevention, EMS training, or EMS logistics.

Reports to the EMS Manager.


ESSENTIAL JOB FUNCTIONS

Responds to emergencies; evaluates responding resources; modifies response assignments as necessary; coordinates multiagency responses; formulates action plans, assigns tasks, directs an on-going operational evaluation, and deploys additional resources as needed; re-distributes uncommitted resources for best advantage, safety considerations, hazard control, and public relations; and serves as incident commander or sector commander, as appropriate.


Responds to fire and EMS incidents; assumes responsibility for the supervision and provision of basic and advanced life support emergency medical care and rescue activities; and ensures the appropriate level of care while transporting patients to the appropriate medical facility based on patient presentation, regional protocols, and departmental Standard Operating Procedures.


Provides direct patient care and supervision of patient care in the pre-hospital environment to include, but not limited to the utilization of monitor, defibrillators, medication administration, endotracheal intubation, IV therapy, and other associated tasks; and assists with the coordination of formal post-incident analysis of significant emergency incidents.


Performs duties associated with the management of patient care reporting systems to include chart audits, daily system reviews for report completion, provider accountability and the ability to assist providers with troubleshooting reporting system issues.


Coordinates with fire, police, and other public safety agencies to facilitate patient care in Immediately Dangerous to Life or Health (IDLH) environments such as confined space, entrapments, and structure fires, rescue operations; and coordinates work with other public safety agencies during emergencies or disaster situations and with various health care entities to facilitate the seamless continuum of patient care.


Responsible for the effective supervision and administration to include budget preparation and monitoring expenditures, staff development and training, succession planning, performance management, employee relations, prioritizing and assigning work and related activities.


Performs duties associated with the management of biomedical equipment to include but not limited to the development and management of a biomedical inventory management system, the maintenance and servicing of department biomedical equipment, and oversite of the purchase of necessary biomedical equipment.


Responsible for the overall daily management of EMS equipment; responsible for the inspection of apparatus, equipment, and stations; coordinates vehicle maintenance and the delivery of reports, supplies, and station materials; coordinates service work orders; investigates accidents and injuries involving departmental personnel and/or medical equipment; and ensures equipment and personnel readiness and a timely response to emergency incidents.


Performs duties associated with the training of department personnel to include but no limited to all tasks associated with the oversite of all EMS Training programs to include initial certification courses and post certification continuing education requirements.

Safely operates emergency vehicles including but not limited to light duty emergency response vehicles and ambulances; and reports other than minor defects for specialized attention; maintains proper inventory of equipment and supplies as required by state and departmental guidelines.

Serves as a department representative at various meetings or on various committees at the department, city, regional, or state level as required; assists the public by providing medically related services, tours, public presentations, or events to promote medical or safety consciousness; and receives, investigates and responds to complaints from the public or staff and pursues appropriate action as indicated to resolve identified problems.

Follows all state, regional, local, and departmental emergency medical services regulations, guidelines and protocols.
Performs other related work as required. Individual assignments will be determined by supervisor based on current workload and department needs.

Has thorough knowledge of the principles, methods and equipment used in Emergency Medical Services and the Incident Command System (ICS).
