Duties:


  • Reviews and analyzes plans and specifications to gain familiarity with the project to ensure the feasibility of the construction aspects prior to start of work.
  • Assists in investigating situations that required changes or that involve disputes with the contractor; drafts findings of fact on changes.
  • Reviews shop drawings before forwarding for final review and approval, furnishing comments.
  • Responsible for observing all safety rules, regulations, and directives applicable to the work assignment.
  • Develops supporting data and sketches for changes.
  • Reviews plans, specs, and prepares a checklist of contract features which require special periodic attention, lists items which the contractor must submit for approval prior to installation.
  • Performs and oversees field quality assurance tests; performs preliminary designs analysis and initial cost estimates as required to determine the desirability of changes or proposed solutions to problems encountered in construction.

  • A valid State motor vehicle operator's license prior to appointment and maintain the license for the duration of employment may be required.
  • This position may require a preemployment physical exam.

GS-5 Specialized Experience: One year of specialized experience equivalent to the GS-04 grade level in the Federal service which includes performing work directly related to construction, including activities such as interpreting plans and specifications, inspecting materials and workmanship, and ensuring adherence to safety requirements or crafts persons, equipment operators, or mechanics engaged in construction work.

  • Combination: specialized experience as described in A, but less than one year; and I have some education leading to a bachelors degree but less than required in B. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. The total percentage must equal at least 100 percent to qualify.).

Specialized Experience:

One year of specialized experience equivalent to the GS-05 grade level in the Federal service whichincludes the study of plans and specifications during project review process, observing construction at all stages to identify problems, report potential problems, and take timely action to recommend changes to solve problems.

GS-7 Specialized Experience: One year of specialized experience equivalent to the GS-06 grade level in the Federal service which includes the study of plans and specifications during project review process, observing and investigating construction at all stages to identify problems, report potential problems, and take timely action to solve problems, and to control or monitor the construction operations.

GS-8 Specialized Experience: One year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes work directly related to construction, such as inspecting materials and workmanship, and ensuring adherence to safety requirements or crafts persons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications.

GS-9 Specialized Experience: One year of specialized experience equivalent to the GS-08 grade level in the Federal service which includes inspecting standardized construction methods, materials and practices; determining acceptability of materials and workmanship to ensure it conforms to established standards and practices; and explaining standard requirements of plans and specifications to contractors or customers.

GS-10 Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes performing Quality Assurance and surveillance of assigned construction projects normally involving more than one project at a time with moderate complexity. Review, advise, make recommendations, and evaluate contractors.

GS-11 Specialized Experience:One year of specialized experience equivalent to the GS-10 grade level in the Federal service which includes scheduling and providing Quality Assurance coverage of multiple simultaneous construction projects ranging from basic to highly complex. Extensive knowledge in engineering and surveying methods and techniques. Review, advise, make recommendations, and evaluate contractors.

  • This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS10).
