Duties:


  • At the GS07 and GS09 levels you will perform developmental duties, as assigned. At the Full Performance Level, GS11, you will perform the duties below.
  • You will serve as a functional expert for daily accounting operations of funds.
  • You will perform fund execution and accounting work.
  • You will maintain accounting records, prepare, analyze, and interpret financial statements and modification of systems.
  • You will perform detailing functions related to initiation, commitment, obligation, and expenditures of assigned accounts.
  • You will determine the accuracy of transactions develop and implement corrective actions, as needed.
  • You will perform contract audits to validate information and expenditures.

  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction

Qualifications:


  • There is is a Basic Requirement to hold a GS0510 series position in the Federal Service. See the "Education" section of this announcement for details.
1) Maintain and manage accounting records

  • 2) Analyze and/or prepare financial statements
  • 3) Review accounting data for accuracy to insure the integrity of the accounting system
  • 4) Monitor financial transactions to identify errors or trends.
  • You may also qualify using education to substitute for specialized experience. See the "Education" section of this announcement for details.
1) Assist with maintaining accounting records

  • 2) Assist senior accountants involved in preparing, analyzing, and interpreting financial statements
- (3) Assist senior accountants with reviewing accounting data for accuracy to insure the integrity of the accounting system and notifying senior personnel when discrepancies are discovered.

BASIC REQUIREMENT
There is a Basic Requirement to hold a GS-0510 series position in the Federal Service which is having the following:
A


Degree:

accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting.

The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
B.

A Combination of education and experience:

at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.

The applicant's background must also include one of the following:


  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the
