Oversees all Campus Life Services (CLS) people and culture functions in order to create the best experience for all 800 CLS staff members from hiring to retirement.

Provides executive leadership and strategic direction for all human resource areas of the organization.

Accountable for creating efficiencies and consistencies across all 11 CLS departments in areas such as internal hiring processes, salary administration, training and development, recognition, employee engagement, and labor relations.

This position must work in strong partnership with UCSF Central Human Resources which is responsible for campus policies in HR; must implement and monitor their directives for consistent outcomes across CLS.


  • Establishes operational objectives and work plans, and delegates assignments to subordinate managers. Responsible for managing, preparing, administering, and directing resources. Reviews and approves recommendations for people and culture programs. Monitors division and department adherence to approved budget. Involved in developing, modifying and executing organizational policies that affect immediate operation(s) and may also have organizationwide effect.
  • In partnership with the Executive Director of DEI within FAS, the incumbent is responsible for providing leadership at the CLS level in diversity, equity, inclusion, accessibility, and antiracism. In alignment with the Advancing Excellence in Staff Recruitment (AESR) program of the Anti-Racism Initiative, this leader promotes outreach programs to further CLS hiring in the community seeking to increase representation at all levels of those populations which have been historically marginalized. In this area of work, the incumbent partners closely with the Office of Diversity and Outreach, which oversees all equity work at UCSF.
  • In collaboration with the COO/Executive Advisor and the CLS Executive Team, determines which areas of the organization would benefit from departmentlevel shared services. Evaluates staffing plans, options, and monitors progress.
  • Serves as an organizational, administrative, financial, and strategic partner to the COO.

Department Description

  • Campus Life Services consists of 11 departments that form an organization within Finance and Administration (FAS). These diverse departments are Arts & Events, Childcare, Conference Services, Documents & Media, Facilities & Utilities, Fitness & Recreation, Housing, Marketing by CLS, Retail Services, Sustainability, and Transportation. With over 800 team members and budgets totaling over $200 million, Campus Life Services delivers best in class auxiliary and facilities services to run the UCSF enterprise. The scope and challenges of the division are complex and robust given the variety of services managed and the expectation that all 11 organizations are responsive to student, faculty, staff, and patient needs. A high degree of innovation and customer service and program excellence is always the overarching aim.

Required Qualifications

  • Bachelor's degree in related area and / or equivalent experience / training
progressive relevant years of experience

  • Thorough knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll
  • Excellent project management skills
  • Very strong ability to quickly evaluate complex issues and identify multiple options for resolution
  • Thorough knowledge of organizational processes, protocols and procedures
  • Excellent ability to establish metrics for department and employee goals
  • Excellent skills to work collaboratively and act persuasively in sensitive situations; skills in conflict management techniques
  • Excellent interpersonal skills to effectively lead, motivate and influence others and to develop and maintain high standards of customer service

Preferred Qualifications

  • Strong background in employee relations, development, and/or labor relations
  • Experience with shared services models and implementation
  • Experience in a complex organization and union environment
  • HR or related certifications
  • LEAN or related certifications
