Main Purpose of Job
The HR Officer II\r(Deputy Director of Human Resources) works under the direction of the Director\rof Human Resources and serves as an HR generalist to supervise all aspects of\rHuman Resources for the Howard County Health Department's 250 merit and contractual\remployees.
This includes overseeing HR\rfunctions for employees in the State Merit and State Special Payments Systems,\ras well as volunteers, temporary employees, interns and consultants.
The incumbent oversees the recruitment\rprocess; ensures that employees receive compensation in an accurate and timely\rmanner; responds to employee relations issues and provides guidance to\rsupervisors and employees; manages the health benefits for all staff, and\rreviews classifications to ensure employees are classed appropriately and\rworking within scope.
This position supervises the Department's HR Officers and\rPersonnel Associates.\r\r\rThis position is required to be part of an inclement weather essential personnel rotation.\r\r\rThis position is eligible for a hybrid telework schedule with three days onsite/two days telework, after successfully completing a probationary period.
\rMINIMUM QUALIFICATIONS
Experience:
Six years and six months of experience, two years and six months of professional HR experience involving recruitment and employment services, classification and compensation,employee relations, test development and validation jobanalysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation and an additional four years of professional HR management work experience in the areas of recruitment and selection, classification, salary administration, employee relations, test development andvalidation or as a generalist
\rNotes:
\r1. Candidates may substitute paraprofessional personnel workexperience on a year-for-year basis for up to four years of therequired experience. Paraprofessional personnel work is defined as work involving the application of public sectorpersonnel procedures, policies, rules andregulations to specific employment actions.
Appropriate paraprofessional personnel experience includes responsibility for activities such as:
preparing and maintaining employment records, calculating salaries, applying personnel-related rules and policies, preparing personnel-related reports, conducting employee orientation and counseling employees regardingbenefits and obligations and responding to inquiries concerning employment procedures.\r2.
Candidates may substitute the possession of a Bachelor'sdegree from an accredited college or university and two years and six months of professional HR experienceinvolving recruitment and employment services, classificationand compensation, employee relations, test development andvalidation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation for the required experience.\r3.
Candidates may substitute the possession of thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration, human resourcesmanagement, business administration, public administration,statistics, tests and measurements, psychology or a relatedfield for up to six years of the required experience.\r4.Candidates may substitute U.S.
Armed Forces military service experience as a commissioned officer in humanresources management classifications or human resourcesmanagement specialty codes in the human resourcesmanagement field of work on a year-for-year basis for therequired experience.
\rDESIRED OR PREFERRED QUALIFICATIONS
Preferred candidates should possess the following:\r\r\r\r\r
Experience with providing guidance to management and employees regarding State employment such as employer relations, disciplinary actions, compensation, classification and other aspects of human resources.
Experience with processing and/or approving HR transactions in Workday.\r
Experience with recruitment tasks in JobAps.\r
Excellent oral and written skills.\r
Supervisory experience.\r\r\r
