Cost of Living Adjustment:
Effective the first pay period following July 1, 2024 salaries shall increase by 2.7%.

The Position:


  • The Housing Compliance Specialist is a professional position in the Housing Division of the Community Development Department. This is a critically important position that works with federal and state grant programs responsible for ensuring City and contractor/partner compliance with various federal and state laws, regulations, and property inspection standards; especially those related to the use of federal HOME funds. The Housing Compliance Specialist works with general direction within the context of City policies, codes, and standards.

Essential Duties & Responsibilities:


Minimum Qualifications:


Education and Experience:


Bachelor's Degree in public administration, business administration, finance, economics, or a related field; at least three (3) years of responsible experience in community development, use of HOME funds, property management or work within a housing regulatory agency; or an equivalent combination of training and experience.

A Master's Degree is highly desirable.


Work Environment:

This position is assigned to work a 9/80 schedule. Employees work under typical office conditions, and the noise level is usually quiet. Employees will regularly be required to inspect City funded affordable housing communities and interact with managers and tenants.

Employees may occasionally be required to visit sites where they may be exposed to noise, dust, fumes; and work in inclement weather including heat, cold and rain.


Physical Requirements:


While performing the duties of this job, employees are regularly required to sit for prolonged periods, talk and hear, both in person and by telephone, use hands to finger, handle and feel computers and standard business equipment, and reach with hands and arms.

The employee is frequently required to stand and walk. Employees may occasionally lift and carry materials and supplies weighing up to 25 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.

7% at 55; Classic members with less than 6 months separation:
CalPERS 2% at 55, single highest year plan. New members, CalPERS 2% at 62, three highest year average plan.

  • The City contributes $1, Employee Only), $1, Employee+1), or $1, Employee+Family) for medical, dental and vision premiums.
  • Eligible employees who waive all medical, dental, vision, supplemental life, and supplemental AD&D benefits will receive an annual "Health Insurance Waiver Stipend" of $4,000.00 every first paycheck of December.

  • Administrative Leave 80 hours annually, upon hire; accrued annually July 1st of every fiscal year.
  • Vacation 80 hours annually, accrued biweekly; available for use after one (1) year.
  • Sick Leave 96 hours annually, accrued biweekly; available for use after ninety (90) days.
  • 13 holidays, plus 18 hours of floating holiday time.
